1. Don Wilson called the Building and Standards Commission Meeting to order at 3:02
P.M.

2. Approval of minutes from previous meetings. (October 21, 2013)
Motion was made by Johnny Norris and seconded by Wendell Moore to approve the
minutes for the October 21, 2013 meeting.
Motion carried unanimously. 6 -0
3. Public Hearing to consider presentations by City of Paris Code Inspectors and
owner(s) and /or lien holder(s) of the below properties who have been given notice of
a violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris,
Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures ":

Mr. Talley stated that there is water damage, interior ceiling damage, water
pooling up, and has open windows. Mr. Lee has braced the ceiling and made
many improvements. Robert Talley, Joey Sleeper and Dale Maberry inspected the
building and read the structural engineers report stating that the building is safe.
Robert Talley went over the structural engineers report with the committee. Don
Wilson asked if the roof was still leaking and Robert Talley stated yes. Mr.
Wilson addressed the importance of getting the roof fixed.
Robert Talley's recommendation: 90 days to repair if not the property will
be brought back to the committee.
Mr. Lee stated that the 2nd floor annex which faces Grand Street is where the
water is standing. They have made some repairs and are still trying to identify
leaks for future repair. Don Wilson asked why some of the windows are open?
Mr. Lee explained that during storms the structure creates suction and if you leave
one window open it doesn't bust the windows. Johnny Norris asked what Mr.
Lee's time frame on repairs was. Mr. Lee stated that they are continuing the
process with intentions to sale the property. Wendell Moore asked if the sprinkler
system was working. Mr. Lee stated no but they are addressing it. Johnny Norris
asked if it would be cheaper to install new sprinkler heads instead of sending the
old ones off for testing. Mr. Lee stated no.

Mr. Talley stated that the structure is bowing out, it has broken boards, structure
has sunk, has rotting, missing and deteriorating wood, and the structure is leaning
to the North, and it has termite damage. Mrs. Wallace runs a beauty shop out of
the back room. If the City does the demolition we can't save the beauty shop.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Mrs. Wallace stated that the beauty shop part of the house isn't as bad as the main
structure but she feels that the whole structure needs to be demolished. Mrs.
Wallace asked for 90 days to get all her items out of the building.
Motion was made by Johnny Norris, seconded by Sally McEwin to allow 90
days to demolish. Motion carried unanimously. 6 -0

Robert Talley has spoken with Cynthia and she asked for 90 days to get her items
out of the structure.

Robert Talley stated that there were signs that the owner tried to patch the roof at
some point. The roof is buckling, there are broken windows, missing and
deteriorated wood, collapsing back porch, the underpinning is missing, and the
shed in the back of the property is also collapsing.
Robert Talley's recommendation: 90 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.

Robert Talley stated the structures unsecure, has open doors and broken windows,
the roof is leaking, has deteriorating and missing wood, house is peeling up, and
is full of junk and rubbish.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.

Robert Talley stated that the property owner tried to board the house up, the roof
line is deteriorating, the roof is crumbing, there is furniture and a large brush pile
at the back porch, the house is sinking on the East side, and there is missing
underpinning.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.

Robert Talley talked to Mrs. Daniels and she asked for 90 days to repair the
structure.

Robert Talley showed pictures where the shingles are protruding, deterioration of
the foundation, hole in the roof, limbs on the roof, carport has collapsed. Since
Mrs. Daniels has been contacted the carport has been removed and they have put
temporary patches on the roof.
Robert Talley's recommendation: 90 days to repair if not the property will
be brought back to the committee.

Mr. Talley stated that the south side of the structure is sinking; the carport is
falling to the South also. The roof line is deteriorating, there's missing and
deteriorating wood, the back door is leaking so they put up plastic over it and the
foundation has damage.

right to demolish and apply a $1000 per day civil penalty.

Robert Talley received a letter to ask the Committee to table this property until
the sell is complete.

Robert Talley stated that the foundation has damage, it has deteriorating and
missing wood, the roof leaks, the walls splitting causing a gap between the walls
and the roof, and it's unsecure. Don Wilson asked Stephanie Harris if the
committee could table this property. Mrs. Harris stated we could table the
property if it's not a safety issue. Robert Talley stated that there is no safety issue
with this property.
Robert Talley's recommendation: Table this property for 60 days.

Robert Talley spoke with Richard Lenoir and they talked about the City
demolishing the property and Mr. Lenoir making payment arrangements with the
City. The property is a total burn out and the shed needs to go also.
Christi Lenoir told the Committee that she just received the letter about the
meeting today and has not had time to talk to Mr. Lenoir. She just asked for time
to speak with Richard Lenoir.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.

Robert Talley stated that this property is a double lot and we are talking about 646
NW 4th. There's deteriorating and missing wood, deterioration of the foundation,
the west side of the house is sinking, it's unsecure with broken windows, the roof
line is deteriorating, there's a stack of tires at the back of the house, and the roof
is swaying and buckling in.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.

Robert Talley stated that he talked to Mrs. Wright once and then sent the certified
mail out and it was signed for but there has been no contact since they received
the certified mail.
Robert Talley stated that the porch is leaning to the west, the underpinning is
buckling, there are holes in the roof, it's unsecure with broken windows, and the
shed in the back of the property is in bad shape also.
Robert Talley's recommendation: 30 days to demolish the entire property if
not the City has the right to demolish and apply a $1000 per day civil
penalty.

Robert Talley has spoken to two people from the church and they expressed
wanting to repair the structure.
Robert Talley stated the structure is unsecure with open doors, trees are growing
on the roof, the foundation is deteriorating, there's missing and deterioration of
wood, and the edge of the roof is rotting.
Robert Talley's recommendation: 90 days to repair and if not the structure
will come back to the committee.

Robert Talley stated that there is deterioration of the roof, limbs laying on the
roof, there's missing and deterioration of wood, rotting wood, the structure is
leaning, the roof is leaking, there's water damage, there's a hole in the roof, the
structure is unsecure and is full of junk and rubbish.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.

Robert Talley stated that this property has been brought to BSC twice already.
They were ordered to fix the leak in the roof and fix the doors and windows in the
front. They did fix the leak in the roof but didn't do anything else. BSC put a $10
per day civil penalty on the property about 19 months ago. Robert explained
that the windows still have broken glass in them which needs to be removed and
the front doors in repaired. Don Wilson asked Stephanie Harris (Asst. City
Attorney) if the committee needed to end this $10 civil penalty to reassess a new
civil penalty. Mrs. Harris said yes a new BSC order needs to be done and that she
will file the paper work for the original civil penalty. The BSC members agree
that for safety reasons the broken glass from the windows and a board that is
loose should be removed immediately.
Robert Talley's recommendation: 30 days to repair if not the City will assess
a $50 per day civil penalty.

4. Code Enforcement update.
(1.) Robert Talley showed the BSC committee the new way he has arranged
the BSC order report. He broke down Demolitions - Completed,
Repairs - Completed, Demolition - Incomplete, and Repairs - Incomplete. Don
Wilson expressed that he feels like the report will be easier to read. Robert Talley
said we have about 50 -60 targeted structures at this time.
(2). FYI — Don Wilson received a letter from Enid Shanahan at 610 SW 7 t
asking for more time. The original BSC order was 60 days to demolish. Robert
Talley will handle this.
(3). Jon McFadden asked about the property at 35 Drive Inn which has BSC
orders from 7/18/13 for 90 days to repair. Robert Talley stated that they have
made a lot of progress with the property.
5. Future agenda items.
(1.) Robert Talley asked if the Committee wanted to cancel the December
2013 meeting or not. It was agreed that the committee will meet but wants a small
agenda.
