MINUTES OF THE REGULAR MEETING

1. Don Wilson called the Building and Standards Commission Meeting to order at 4:00
P.M.
Roll was called.

2. Approval of minutes from previous meetings. (August 19, 2013)
Motion was made by Johnny Norris and seconded by Zac Saffle to approve the
minutes for the August 19, 2013 meeting.
Motion carried unanimously. 6 -0
3. Public Hearing to consider presentations by City of Paris Code Inspectors and
owner(s) and /or lien holder(s) of the below properties who have been given notice of
a violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris,
Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures ":
Request was made by Robert Talley to move to item 3. F., 605 E Price, City of Paris,
Block 35, Lot 20

Mr. Talley stated that he spoke with Mr. Alexander three months ago but no work
has been done. The property is unsecure, roof is leaking, graffiti on the inside of
the house, and there is mold, roof damage and deterioration along the roof line.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Mr. Alexander stated that he has been working on other structures that he owns in
the city but he intends to comply with whatever the Commission decides. He
stated that he bought the house about a year ago, he has hauled three trailer loads
of trash from the property. He has talked to a roofer, plumber and an electrician
asking for estimates. He also stated that he has secured the house several times.
He asked the Commission for six months to either demolish or repair. If the
house is not worth saving he will have it demolished. He already has interior
and exterior doors and insulated windows for this house.
Mr. Wilson informed Mr. Alexander that 90 days was the most the Commission
could grant him and Mr. Alexander stated that that was more than fair.
Motion was made by Johnny Norris, seconded by Jon McFadden to grant
Mr. Alexander 90 days to properly secure the house, remove the graffiti and
make substantial improvements. Motion carried unanimously. 6 -0

Mr. Talley asked that this property be pulled as it is in the middle of a foreclosure.
He has contacted the mortgage company and is waiting on a return phone call.

Robert Talley stated that he has had no contact with the property owner. Mr.
Talley showed pictures of deterioration along the roof line, the underpinning is
starting to come off, the roof is starting to sink, there is a small hole in the roof
over the front porch, the rafters are starting to protrude, and there is missing and
deteriorated wood along the bottom of the house. There is also a shed at the
back of the property that is dilapidated.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Motion was made by Johnny Norris, seconded by Wendell Moore to accept
Robert Talley's recommendation. Motion carried unanimously. 6 -0
C. 730 Martin Luther King, City of Paris, Block 93C, Lot 1A

Robert Talley stated that Willie Whaley is deceased and Ophelia Whaley lives in
Dallas with her daughter. Mr. Talley has spoken to the daughter and has asked
for 60 days to demolish the structure. If she is unable to demolish it within 60
days she agrees to let the city demolish it and will schedule payments to pay off
the lien. Mr. Talley stated that this use to be a beauty shop behind the house on
SE 6th St. There is a large hole in the roof and water is leaking into the structure.
There are broken windows and although some windows are boarded up the boards
are starting to pull away.
Robert Talley's recommendation: 60 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Motion was made by Sally McEwin, seconded by Johnny Norris to allow 60
days to demolish. Motion carried unanimously. 6 -0
D. 903 NE 7'/z, Margraves, Phillips, Estes Addn Plat 1, Block 1, Lot 11

No contact has been made with the property owner.
Robert Talley stated that the property is unsecure, the front door is wide open and
there are broken windows. Vandals have pulled the wires out of the walls and
ceiling.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Motion was made by Zac Saffle, seconded by Wendell Moore to accept
Robert Talley's recommendation. Motion carried unanimously. 6 -0

Robert Talley showed pictures of the front porch deterioration along the fascia,
the house is unsecure, the roof is sagging and there is water damage inside the
house on the ceiling. At the back side of the house the underpinning is starting to
bow out and the ceiling tiles are falling.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Motion was made by Wendell Moore, seconded by Johnny Norris to accept
Robert Talley's recommendation. Motion carried unanimously. 6 -0

Mr. Talley showed pictures of the front porch deterioration along the fascia, the
front door was boarded up by the city about a year ago but looks like vandals have
tried to kick it in. The front porch is falling in, there are broken windows, missing
and deteriorated wood and the siding is starting to bow out. Inside the house the
majority of the floor is missing and it looks like the house has been gutted.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Motion was made by Johnny Norris, seconded by Zac Saffle to accept Robert
Talley's recommendation. Motion carried unanimously. 6 -0

Robert Talley stated that he has spoken with Mr. Bridges son and the son asked
about the time frame that they would have to work with, he agrees that the house
needs to be demolished. He was going to get back in touch with Mr. Talley but by
the time of the meeting no contact had been made. Mr. Talley showed pictures
of deterioration along the soffit and fascia, missing wood along the porch, a hole
in the roof of the porch, roof rafters protruding, broken windows and deterioration
and rot along the window frame, the house is unsecure as well. There are a
couple of sheds on the property that are dilapidated as well.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.

Robert Talley showed pictures of missing and deteriorated siding, a large hole in
the roof, rafters falling, missing and deteriorated fascia and soffits, water damage
on the inside from the hole in the roof, dilapidated shed on the property as well.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Motion was made by Johnny Norris, seconded by Sally McEwin to accept
Robert Talley's recommendation. Motion carried unanimously. 6 -0
4. Code Enforcement update.
(1.) Robert Talley presented a Buildings and Standards Summary Report:
6/2012 — Present.
(2.) Mr. Norris asked about the status of the structure behind Paris Chevorlet,
Mr. Talley stated that they still had time.
(3) Mr. Wilson asked how many structures would be demolished in
September. Mr. Talley stated that they hoped between 10 -15.
5. Adjournment
Motion was made by Zac Saffle, seconded by Johnny Norris to adjourn the
meeting at 4:43pm. Motion carried unanimously. 6 -0
