1. Don Wilson called the Building and Standards Commission Meeting to order at 3:03
P.M.

2. Approval of minutes from previous meetings. (May 20, 2013)
Motion was made by Johnny Norris and seconded by Vicky Ballard to approve the
minutes for the May 20, 2013 meeting.

3. Don Wilson made a motion to appoint Johnny Norris as Vice - Chairman for the
remainder of the current term which will end in July. Motion was seconded by
Vicky Ballard.

4. Public Hearing to consider presentations by City of Paris Code Inspectors and
owner(s) and /or lien holder(s) of the below properties who have been given notice of

Mr. Talley stated that this property has deteriorating wood on the porch, it is
unsecure and there is a hole in the roof

Mr. Adams explained that he has had the property mowed and is getting estimates
for trimming brush and hauling it off. He is also getting estimates on roof and
porch repair. Mr. Adams stated that there is only one place where the roof leaks
and he is going to address that first. He plans on selling the property after he has
repaired it.

Adams 10 days to secure the property and 90 days to repair the property.

Robert Talley explained that this property was brought to the commission in
October. There were building permits pulled for this property but they have since
expired. The house has been secured but no other work has been done.

right to demolish and apply a $1000 per day civil penalty.
Mr. Sadik stated that he has hired people to work on the house. There is termite
damage to two rooms and he is addressing this first, and also repair the ceiling
where there is extensive water damage. He also stated that the roof is only 7
years old and the house is secure.
Motion was made by Johnny Norris, seconded by Vicky Ballard to give Mr.
Sadik 90 days to repair the property. Motion carried unanimously. 4 -0

Robert Talley showed pictures of junk and rubbish on the front porch, missing
and deteriorated boards on the side of the house at the foundation, there are
broken and unsecure windows. The roof is starting to sway and the windows are
crooked from where the foundation is sinking into the ground. He also showed
pictures of a shed in the back that is leaning and has a tree growing into it and
another out building that the roof is collapsing and tree limbs have fallen on it.
Mr. Darnell no longer lives in the house.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Mr. Darnell stated that one of the windows was ripped out by someone trying to
come into the house but that the house is secure. The boards are missing at the
foundation because he was going to level the house. He had the roof replaced in
2003 or 2004. He also stated that he has someone who is going to come out and
level the house and he is going to put metal siding on and replace the windows.
Mr. Darnell stated that if he didn't have the structure repaired in 60 days he would
tear it down.
Motion was made by Johnny Norris, seconded by Zac Saffle to give Mr.
Darnell 30 days to demolish out buildings and 90 days to repair structure.
Motion carried unanimously. 4 -0

Darnell 60 days to demolish out buildings and 90 days to repair main

couch and carpet in the front yard. All the wire has been pulled out of the house
and there is extensive damage to the interior of the house.

Robert Talley stated that the home owner is deceased and he has had contact with
the son in the past.
Robert Talley explained that this structure came before BSC 2 years ago. The son
tried doing some work but nothing has been done in a while. Mr. Talley showed
pictures of high grass and weeds, the house is unsecure, the roof line is
deteriorating, there is missing wood around the foundation, holes in the roof, tiles
from the ceiling have been removed and there is water damage to the walls and
the foundation is sinking.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.

Robert Talley stated that the home owner called and requested 90 days to
demolish. Mr. Talley showed pictures of 1436 W. Campbell having deterioration
along the top boards over the windows, boards breaking, damage to the roof and
foundation. He also showed pictures of 1440 W Campbell having rotted wood on
the front porch, broken windows, holes in the roof, foundation damaged and
sinking into the ground.
Robert Talley's recommendation: 90 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.

Talley's recommendation for the property owner to demolish the property in
90 days, if not the City has the right to demolish and apply a $1000 per day

Robert Talley stated that he has no contacted with the owners. Mr. Talley
showed pictures of junk and rubbish on the front porch, missing and deteriorated
wood at the back of the house, missing wood at the foundation, steps are starting
to bow and sink, the house is starting to lean and the roof is starting to give way
and it is only a matter of time before it develops holes. There is missing
underpinning and broken windows.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.

Mr. Talley has had no contact with the property owners.
Mr. Talley showed pictures of high grass and weeds, vegetation is growing into
the house, the house is unsecure, the roof is leaking. There is extreme water
damage, the ceiling is falling, the sheetrock is pulling loose and there is
deterioration along the roof line. The roof at the back of the house has completely
collapsed.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.

Robert Talley stated that the home owner came in and signed the Right of Entry
for the City to demolish this property.
Mr. Talley showed pictures where the house is unsecure, there are holes in the
roof and it is deteriorating. There is extensive damage to the inside of the house,
ceiling tiles are falling and there is water damage.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.

Robert Talley spoke with the property owner. She stated she is disabled and could
not attend the meeting. She agrees that the house needs to be demolished.
Mr. Talley showed pictures of missing ceiling tiles, junk and rubbish on the
inside, there are broken windows and the wood under the windows is rotted.
The foundation is rotting and sinking, the back door is unsecure as well.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.

Robert Talley stated that this structure has come before BSC in either October or
November. Mr. V.O. Thomas has passed away and the property passed to his
son, David Thomas. Mr. Talley met with David Thomas and he stated that he was
trying to sell the property to one of the neighbors but that the sale fell through.
Mr. Talley showed pictures of missing and deteriorated wood along the roof line
and the foundation, the back porch is rotted and the roof is leaking.

Mr. Talley showed pictures of the structure being unsecure, the metal siding is
missing, the floor is deteriorated and there are holes in the roof. The building is
collapsing and there is vegetation growing into and around the structure. There is
also extensive fire damage

Robert Talley has had no contact with the owners but has spoken with the
neighbors. Mr. Talley stated that the property was going to be brought before the
commission last month but the neighbors stated they had plans to fix it up but
they have decided not to proceed. Mr. Talley showed pictures of high grass and
weeds, the roof at some point had tarps on it to stop roof leaks but the tarps have
deteriorated. There is a hole in the roof and the shingle show signs of
deterioration, there is water damage and deterioration along the roof line and
missing wood along the bottom of the house, there is also standing water under
the house. There is junk and rubbish in the back of the house and the foundation
is starting to lean.

Talley's recommendation for the property owner to demolish the property in
30 days, if not the City has the right to demolish and apply a $1000 per day

Robert Talley stated that this property came before the commission last month but
Mr. Talley wanted to make sure the owner, who is in the penitentiary received
notification. Mr. Talley spoke to the mail room clerk at the prison who stated that
Mr. Simon would be receiving the letter. Mr. Talley showed pictures of the
front of the house have roofing felt paper instead of siding or brick, there is junk
and rubbish around the house, the shingles have blown up in places on the roof
and the back of the house is starting to collapse. There is also a shed in the back
of the property that is unsecure and has rotting and missing wood.

Robert Talley stated that Charles Rudd contacted him saying that he purchased
this property and he was going to try and attend the meeting but he was a truck
driver and was working out of town. Mr. Talley informed the commission that
the dogs that were kept in the house have been removed. Mr. Talley showed
pictures of the support on the side porch missing, that the house is unsecure and
that the back of the structure is falling in. Someone has begun to demolish the
house, there are no doors or windows in the back of the structure and because of
this and the missing porch support the house is a danger.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.

The Commission expressed a concern due to the dangerous nature of this
structure and asked that it be moved up on the demolition list once the 30
days have expired.
5. Code Enforcement update.
(1.) Changes have been made to the spreadsheet so that the print is bigger and
easier to read. The property owners name and the ID# have been removed from
the report.
(2.) Question was asked about the old Bell Building. Robert Talley stated that
Chip Harper has hired someone to immediately start working on clean up and
repair of where the roof had fallen in.
(3) Mr. Talley stated that 103 structures have been demolished so far this
year.
(4) 808 Pine Bluff: the Fire Department checked the roof and saw no holes or
leaks. The owner has secured it. A question was asked by the commission as to
if the structure was vacant or not as they have driven by and seen cars parked
there. Code Enforcement Officer Audra Lane informed them that the neighbors
from across the street have been parking there to help deter vagrants. Mr. Talley is
going to speak to the new tax attorney about foreclosing on this property.
