P.M.

Motion was made by Johnny Norris and seconded by Vicky Ballard to approve the
minutes for the March 18, 2013 and April 15, 2013 meetings.

3. Public Hearing to consider presentations by City of Paris Code Inspectors and
owner(s) and /or lien holder(s) of the below properties who have been given notice of
a violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris,

Mr. Talley stated that this property has deteriorating wood, sheetrock, and is
unsecure with open windows.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Mr. Smith explained that he wants to level the property, replace the windows, put
new steps and paint on the structure. He said the roof is not leaking.
Zac Saffle asked what time frame Mr. Smith was looking at. The commission
reminded Mr. Smith he has to get permits for the repairs. Mr. Smith said he could
have the structure secured this week and repairs done in two months.
Motion was made by Johnny Norris, seconded by Zac Saffle to give Mr.
Smith 7 days to secure the property and 60 days to repair the property.

Robert Talley explained that this property was brought to the commission several
months ago. The property is unsecure with open doors and windows. Broken
windows, deterioration of the houses walls and roof. The inside is stripped of
wiring, holes inside and you can see through to the outside. There is also water
damage inside the house.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Mr. King asked for 90 days to repair the house. Mr. King just opened a funeral
home in Paris and plans to secure the house and demolish the shed in the back.
Motion was made by Vicky Ballard, seconded by Zac Saffle to give Mr. King
2 days to secure the property and 90 days to repair the property. Motion

Robert Talley showed pictures of an apartment and a house on the property that
are both unsecure, with broken windows and scattered glass. He explained that we
have had several complaints on the property.
Robert Talley's recommendation: Secure and repair the property in 90 days.
Glenda Harper spoke for Erpal Jordan and explained that Mrs. Jordan's husband
has recently passed away and that she is trying to help Mrs. Jordan get several
things in order. Mrs. Harper asked that Mrs. Jordan have 90 days to decide what
she can do to fix the house.
Johnny Norris asked if the property could be secured and Don Wilson asked Mr.
Talley if the City of Paris could help secure the property. Robert Talley said the
City would help secure the property and contact the police to patrol the property
regularly.
Motion was made by Johnny Norris, seconded by Vicky Ballard to give Mrs.
Jordan 90 days to secure the property with the City of Paris's help.

Robert Talley explained that the property came to the commission in 2012. Since
2012 more of the roof has fallen. A fence has been placed around the property by
the property owners for safety reasons. The south wall doors are buckling, there's
roof damage, and missing widows.
Robert Talley's recommendation: 90 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Britton Bostic told the commission that she and Mr. Harper met with a brick
mason and a carpenter and that moisture is causing the bricks to turn to sand. The
proposed plan that they are working on to repair the building consists of starting
with fixing the brick and working with a brick mason. This will be a slow process.
The building presents no danger and they do have a fence around the property for
safety. Ms. Bostic estimated that it could take up to six months to finish this
project and the project repairs should start in about two weeks. Mr. Wilson asked
if Ms. Bostic felt comfortable that the walls will not fall out. Ms. Bostic said she
felt very comfortable that the walls would not fall out and that a new structural
engineer needs to be hired.

Reit LLC TLLC 90 days to repair the property, but they must give Robert
Talley progress reports every 30 days. Motion carried unanimously. 4 -0

appointed as the administrator of Mr. and Mrs. Winfrey's estate. The estate has no
money.

Robert Talley spoke with James Morrison on the phone.
Robert Talley explained that the structures walls are leaning and sinking into the
ground and has sunk up to the windows, it has rotted wood, and several complains
have been filed with the Code Enforcement department on this property.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Mr. Kampfer stated that he was appointed to represent the administrator of the
Winfrey's will which no longer has funds in it. Mr. Morrison's wife was the only
heir to the estate. Mr. Kampfer explained that the property and the property next
door were both under a contract with a realtor and since the notification on
condemning the property the realtor has rescinded the contract and the contract
has to be re- worded. Mr. Kampfer asked for additional time for both properties to
sale the properties.

Robert Talley showed pictures of deterioration, damage around the porch,
unsecure, roof is leaking, water damage, and there are two sheds in the back of the
house that are deteriorated also.

Mr. Dyke left a message on Mr. Talley phone that she would like another
extension.

Robert Talley tagged this house at the end of 2012. In February he brought it to
the commission and the commission gave the home owner 60 days to repair.
There have been no repairs done to the property.
Robert Talley showed pictures of the property where its roof is peeling and the
wood is deteriorating.

Mr. Talley explained that this property came to the commission in the past and the
property owner said the property was being sold so the commission gave the
property owner 90 days to repair the property. The reason the property looks
better is because the City of Paris abatement crew cleaned up the property. The
structure is unsecure, has deterioration of wood, front porch is rotting, window
seals are rotting, cats are living inside the property and the roof is deteriorating.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.

Robert Talley explained that this structure was brought to the commission a few
months ago and a 30 day demolish order was put on the property. After the
meeting the property owner contacted him and asked to be given an opportunity
to talk to the commission. That's why it's on the agenda. After much discussion
between the commission and the Assistant City Attorney, Stephanie Harris, no
action is needed and the original order stands.

Robert Talley has had no contact with the property owner.
Mr. Talley stated that this properties porch is broken, the house is sinking, there
are holes in the roof, the house is falling off the blocks, and the underpinning is
folding under making the house lean.

right to demolish and apply a $1000 per day civil penalty.

The only contact Robert Talley's had with anyone is a lady saw the red tag on the
house and called to ask if she can get some of her stuff out of the house.
Mr. Talley showed pictures of the property where it is missing the siding, the roof
leaks, roof deterioration, it's unsecure with broken windows, and the shed in the
back of the property is falling in.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.
Dale Mayberry, City of Paris Fire Marshall, stated that the house has no
value and it's unsafe.

Mr. Talley said the owner Kathy Ausmus hasn't lived in the house in 19 years.
She abandoned it and doesn't want anything to do with it.
Mr. Talley showed pictures of the structure being unsecure, deconstructed floor,
siding missing and junk and rubbish everywhere. There is a shed in the back
that's collapsing, has termite damage, and the roof is leaking.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.

Robert Talley asked to table this property due to a sale is in progress. The closing
date is scheduled for June 12, 2013. If the property doesn't sale Mr. Talley will
bring it back to the Building and Standard Commission.

Robert Talley stated that he has had no contact with the owners but has talked to
the daughter. The daughter said they were going to demolish the house and would
like to have 30 days to accomplish the demolition.
Mr. Talley showed pictures where the property is unsecure, it has deterioration of
the foundation, the floor is deteriorating, there's missing wood, missing windows,
holes in the floor, and the walls are separating.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.

broken windows and doors, deteriorated roof, windows seals, the foundation are
separating, and there's water damage inside the house.

There has been no contact with the owners.
Robert Talley stated this property came to the commission about 16 -18 months
ago. The owner did take the front porch off and boarded up the house. Since then,
no work has been done to the house and a hole is in the roof, the property is
unsecure, windows are open, screens are peeled back, there is a tree growing out
of the house, the roof is separating, the underpinning is separating, the structure is
sinking, and there is water damage from the leaks.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.

Robert Talley told the Commission that this property came to the commission in
2012 and the property owner still hasn't done any repairs to the property. The
property has a deteriorated roof, holes in the roof, and it's unsecure. The property
owner had asked for 90 days and it's been 5 months.
Robert Talley's recommendation: 30 days to demolish if not the City has the
right to demolish and apply a $1000 per day civil penalty.

4. Code Enforcement update.
(l.) As of May 3, 2013 there have been 67 house demolished by the City and
20 voluntarily demolished by owners, to total 87.
(2.) Johnny Norris asked if 326 SE P doesn't do the work she agreed the
commission needs to see the property again.
