REGULAR MEETING
CITY OF PARIS HISTORIC PRESERVATION COMMISSION
WEDNESDAY, JANUARY 9, 2013
12:00 O'CLOCK P.M.
1. The Historic Preservation Commission meeting was called to order by Paul Denney,
Chairman at 12:00 p.m.
A. The following members were present:

C. Also present; Robert Talley, Code Enforcement Supervisor and Cheri Bedford,
Main Street Manager, Historic Preservation Officer, Mary Ann Campbell
2. Approval of minutes from previous meetings. (January 12, 2012)
Motion was made by Ben Vaughn seconded by Nancy Anderson to approve the meeting
minutes for December 12, 2012. Motion carried 7 -0.
3. Consideration of and action on the following Certificate of Appropriateness:
A. 4071" Street S. W. — Mary Ann Campbell proposed placing a sign on the North side
of her building covering an existing blanked window opening of the building and
brought a sample of materials to be used. Commission viewed a sample model sign
with size of lettering- 5 inch letters. Paul asked if the sign dimensions would meet the
criteria for the sign ordinance. It was determined it would meet the criteria. A motion
was made to approve the COA for the sign by Ben Vaughn, seconded by Britin
Bostick, Motion carried 7 -0

[Items appearing on this consent agenda may be approved by a single vote of the
Commission, with such approval applicable to all items appearing on said agenda. If any
Commission member desires to discuss and consider separately any item appearing on
the consent agenda, that Commission member may do so by requesting that the item be
removed from the consent agenda and considered as a separate item.]
4. Discussion of and possible action regarding the following structures considered by code
inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the
City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and
Structures, " to determine whether such buildings or structures can be rehabilitated and
designated on the National Register of Historic Places, as a recorded Texas Historic
Landmark, or as historic property as designated by the City Council of the City of Paris.
Code Enforcement recommendation to demolish structure all of the following structures.
A. 748 N.E. 2nd Street
B. 528 N.E. 3rd Street
C. 433 E. Grove
D. 744 N. E. 5th Street
E. 1046 N. E. 7th Street
F. 711 Williams Street
G. 1421 & 1431 N. E. 7th Street
H. 236 N. E. 6th Street
I. 605 E. Price
J. 563 E. Price
A clarification about the address of item G was brought up by Ben Vaughn, it was
determined the structure to be demolished was clarified by the picture, and before
demolition the actual address and property will be worked out by the Lamar County
Appraisal District and Code Enforcement and listed in the public notices.
Ben Vaughn asked about the property item H, whether just the house or the all structures
would be demolished. Robert confirmed the all structures will be removed.
Motion was made by Ben Vaughan, seconded by Laurie Redus to send all structures to
the Building and Standards Commission, since they cannot be rehabilitated nor do they
have significant historical value. Motion carried 7 -0.
6. Paul Denney led the discussion on the following items and suggested a research
committee be developed in response items 1, 2 and 3. Britin Bostick, Paul Denney, and
Nancy Anderson volunteered to serve on the committee. Motions made by Paul Denney
to table items 1, 2, and 3 and form the committee to bring back to the Commission with
more specific wording on this amendments -Ben Vaughn made the motion, Douglas Cox
Second. Motion carried 7 -0
1. Amendment of the HPC Design Guidelines to allow 5 %" nominal width V- Groove
vertical painted wood siding blanker panels on side or rear portions of Downtown
Historic District buildings. Paul recommended filler panel for sides and rears and NOT
primary facades. Least historically correct. 60% of the buildings are vacant and storage,
revitalization very slow- only comment was from Ben Vaughn, with no objections.
2. Amendment of the HPC Design Guidelines to allow painted black or dark gray plywood
blanker "pane- panels" to be used in lieu of glass panes in existing above - canopy
transom windows and /or multi -pane sidelights in the Downtown Historic District.
Discussions: Incentive to building owners to bring back the look of the transom windows
to make a step toward historically correct windows and give the historic look and feel
and be a tool for preservation.
3. Amendment of the HPC Design Guidelines to allow heavy -duty black or white fencing
vertical pipe or steel tubing fences and /or gates at the entrances to existing alleys in the
Downtown Historic District. City owned/ private ownership? Needs more investigation?
Clarification on access.
4. Cheri Bedford included in the agenda packet the National Parks Service Preservation
Brief 31 on Mothballing techniques for the commission to be aware of all the specifics
that it would include if someone would be interested utilizing this as a tool to preserve
their historic structure for future use.- Ben made a note about the procedures in
Mothballing and how they coincide with the Demolition by Neglect ordinance that HPC
is very interested in pursuing.
7. Motion to adjourn made by Douglas Cox, and seconded by Nancy Anderson, Motion
carried 7 -0
