03/13/2013 MINUTESMINUTES REGULAR MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION WEDNESDAY MARCH 13, 2013 12:00 O'CLOCK P.M. 1. The Historic Preservation Commission meeting was called to order by Paul Denney, Chairman 12:10 p.m. A. The following members were present: Paul Denney, Douglas Cox, Britin Bostick, and David Stewart B. The following members were absent: Ben Vaughn, Laurie Redus, and Nancy Anderson C. Also present: Cheri Bedford, Main Street Manager and Historic Preservation Officer, Karol Lyn Moore, owner of 133 Clarksville 2. Approval of minutes from February 25, 2013. Motion was made by Britin Bostick, seconded by Douglas Cox Motion carried 4 -0 3. Consideration of and action on the following Certificate of Appropriateness: A. 131 Lamar Avenue: Karol Lyn Moore Karolyn presented the signage request for the SOHO Spa Bar. She requests put her window signage on both sides of the door, but was open to suggestions. She stated it will be 33" in diameter. It was discussed placing the sign on one side, and she was agreeable. There was discussion as to the removal of the Bowden's Sign or alternatives. Motion made by Britin Bostick and seconded by David Stewart to approve sign design no larger than 33 inches in diameter, Motion Carried 4 -0 4. Discussion of and possible action regarding the following structures considered by code inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures," to determine whether such buildings or structures can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris. A. 778 E. Hickory Code Enforcement recommendation to demolish structure B. 1030 E. Hickory Code Enforcement recommendation to demolish structure. C. 943 W. Sherman Code Enforcement recommendation to demolish structure. D. 417 N.W. 12th Street Code Enforcement recommendation to demolish structure. E. 945 W. Cherry Code Enforcement recommendation to demolish structure. F. 940 W. Cherry Code Enforcement recommendation to demolish structure. G. 433 N.W. 7th Street Code Enforcement recommendation to demolish structure. H. 405 N.W. 5th Street Code Enforcement recommendation to demolish structure. Motion was made by Britin Bostick, seconded by Douglas Cox to send the structure to the Building and Standards Commission, since it cannot be rehabilitated nor does it have significant historical value. Motion carried 4 -0. 5. Preservation Day activity May 11th 10:00 am — 3:00 p.m. Britin Bostick asked Commission to consider how they would like to be involved in the activities being planned. There are trolley rides, Lamar County Historic Museum open. LCHS was asked to be involved. She requested they would let her know by the April meeting how they would be involved. She reported on the Main Street Easter Egg Decoration Event at the Sam Bell Maxey House on March 30, 2013. 6.
