07/10/2013 MINUTESMINUTES REGULAR MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION WEDNESDAY JULY 10, 2013 12:00 O'CLOCK P.M. 1. The meeting of the Historic Preservation Commission was called to order at 12:04 p.m. by Vice Chairman Ben Vaughan. A. The following members were present: Vice Chairman Ben Vaughan, Lauri Redus, Nancy Anderson, Britin Bostick, and David Stewart. B. Douglas Cox was absent and 1 position is vacant. C. Also present: Joey Sleeper, Historic Preservation Officer; Bret & Sherrie Holbert, and Robert Talley; Code Enforcement Supervisor 2. Approval of minutes from previous meeting. (June 12, 2013) Motion was made by Lauri Redus and seconded by Nancy Anderson to approve the minutes as written. The motion carried 5-0. 3. Consideration of and action on the following Certificates of Appropriateness: A. Fagade renovation, 107 Grand Avenue, Bret & Sherrie Holbert Vice Chairman Vaughan introduced the item and called the applicant, Bret Holbert. Mr. Holbert explained that he and his wife, Sherrie Holbert purchased the subject structure to renovate for a beer and wine garden and glazed ham store. Mr. Holbert explained that the building's roof had collapsed and that the damages were mitigated prior to purchasing it. He further explained that the proposal is for an open -air structure with no solid roof and a fagade open to the public sidewalk. Vice Chairman Vaughan noted that additional fagade renderings were received immediately prior to the meeting and that the Commission did not have ample time to review them. Mr. Holbert stated that they also need time to review the new renderings and agreed that the item be tabled until a later meeting. Vice Chairman Vaughan then stated that sandblasting of brick as shown in the application would not be allowed, in which Mr. Holbert agreed that alternative approved methods would be used. Commissioner Bostick asked the applicant if he had spoken to the Texas Alcoholic Beverage Commission about regulations regarding separation from the pubic way. Mr. Holbert stated that he would review the state regulations and ensure the proposed design would comply. With no furthuer questions of the applicant, a Motion to table the item until a later meeting was made by Lauri Redus and seconded by Nancy Redus. The motion carried 5-0. 4. Consideration of and action on the following Fagade Grant: 1 A. 107 Grand Avenue, Bret & Sherrie Holbert Vice Chairman Vaughan introduced the item. A motion was made by Britin Bostick and seconded by Nancy Anderson to table the item until a later meeting. The motion carried 5 -0. — CONSENT AGENDA - -- [Items appearing on this consent agenda may be approved by a single vote of the Commission, with such approval applicable to all items appearing on said agenda. If any Commission member desires to discuss and consider separately any item appearing on the consent agenda, that Commission member may do so by requesting that the item be removed from the consent agenda and considered as a separate item.] 5. Discussion of and possible action regarding the following structures considered by code inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures," to determine whether such buildings or structures can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris. A. 1443 Bonham Street Code Enforcement recommendation to repair structure B. 221 W. Kaufinan Street Code Enforcement recommendation to repair structure. C. 2175 W. Shiloh Street Code Enforcement recommendation to demolish structure. D. 490 24th NW/2375 Plum Street Code Enforcement recommendation to demolish structure. E. 252 25th NW Code Enforcement recommendation to demolish structure. F. 1317 Bonham Street Code Enforcement recommendation to demolish structure. G. 533 E. Price Street Code Enforcement recommendation to demolish structure. H. 741 23rd SE Code Enforcement recommendation to demolish structure. 2 Vice Chairman Vaughan introduced the item. Commissioner Nancy Anderson asked if the structures in items 5A and 5B were repairable, and Robert Talley, Code Enforcement Supervisor, stated that they were and that property owners had been contacted. Motion was made by Britin Bostick and seconded by Lauri Redus to recommend repair or demolition of the structures, as listed, to the Building and Standards Commission. The motion carried 5-0. 6. Update on code enforcement activity: Robert Talley, Code Enforcement Supervisor Mr. Talley answered questions by Commissioners about the status of several properties that were previously reviewed by the Commission for code enforcement violations. 7. Future Agenda Item Vice Chairman Vaughan introduced the item and called for a future agenda item to elect officers of the Commission. Joey Sleeper, Historic Preservation Officer, noted that a new member had been appointed by City Council and would attend future meetings. Mr. Sleeper then informed the Commission of the status of revisions to the city's sign ordinance and suggested the Commission review and make recommendation for signs in the historic districts. 8. Adjournment With no other matters to discuss, a motion to adjourn was made by Lauri Redus and seconded by Nancy Anderson. The motion carried 5-0.
