Minutes of Special Meeting
Paris - Lamar County Board of Health
The Paris - Lamar County Board of Health held a special meeting at 5:30 p.m. on Tuesday,
August 6, 2013, at the Paris - Lamar County Health Department. Board members in attendance
were Dr. Rick Erickson, Dr. Keith House, Dr. Mark Gibbons, Mrs. Kristi Head, and Mr. William
Collins. Not in attendance were Dr. Lav Singh and Dr. William George. Others in attendance
were Mrs. Gina Prestridge and Ms. Cheryl Johnson.
Meeting was called to order at 5:38 p.m. by Dr. Erickson.
Dr. House made the motion and was seconded by Dr. Erickson that minutes from the February
26, 2013 meeting be approved after one correction.
Mrs. Prestridge, Executive Director, updated the board that the State will be here on August
19th to conduct an on -site monitoring audit, possibly hiring Todd Duren, CPA, to audit the DSRIP
account, still spraying/fogging several nights a week and also larviciding. City employees have
dunks and are putting in standing water. Currently, no confirmed West Nile cases in Lamar
County but did have one positive rabies case. Dr. House suggested we contact Lone Star
Overnight Delivery to compare prices against current carrier. We need to look at verbage on
the inter -local agreement. The Inter -local agreement would make Paris - Lamar County Health
Department become a separate entity that is still funded by City and County, but not governed
by them. We will need classification for tax purposes (ex: 503C, non - profit). We would need to
hire an accounting firm (take bids) if out on our own. The Paris - Lamar County Health
Department has had a few minor air conditioning problems, and we are still waiting on a quote
on the fire alarm. Some tenants (ETCADA and UT Tyler) have started moving into the middle
section of the building and some construction has started on the north end of the building (New
Hope area). Mrs. Prestridge is sending an email to the City Manager and County Judge around
the first of each month a monthly report (per our by -laws) about how many inspections were
completed, number of WIC clients seen, # of Health Dept. clients seen, # Indigent clients seen,
and # of immunizations given. Mrs. Prestridge can also send this report to all board members
that would like to receive it.
Mr. Collins made the motion and was seconded by Mrs. Head to adopt the 2013 -2014 budget
as it was presented. City of Paris put our budget in as a line item, so there is no need to go
before the City Council. We have not heard anything from the County Judge, so we may still
need to go to Commissioners Court to present your approved budget.
Dr. Erickson made the motion and was seconded by Dr. House for the Paris - Lamar County
Health Department Board to meet the 3rd Tuesday of each month. The next meeting will be on
the 17th of September, 2013 at 5:30 p.m. in the Paris - Lamar County Health Department
classroom.
Dr. Green (Medical Director) and Gina (Executive Director) need a performance evaluation
completed annually.
Mr. Collins made the motion and was seconded by Dr. House for the meeting to be adjourned
at 6:30 p.m.
