1. The regular meeting of the Planning and Zoning Commission on Monday, May 6, 2013,
was called to order at 5:30 p.m. by Richard Hunt, Vice - Chairman.
A. The following members were present:
James Price
Jerry Akers
Richard Hunt
Mike Folmar
Holland Harper
B. The following members were absent:
Dennis Chalaire
Keith Flowers
C. Also present were Shawn Napier, Director of Engineering, Planning and
Development; Alan Efrussy, Planning Manager; Sue Lancaster, Council Liaison;
and Ashley Fendley, Secretary for the Planning and Zoning Commission.
2. Approval of minutes from previous meetings. (April 1, 2013)
Motion was made by Mike Folmar, seconded by James Price to approve the meeting
minutes for April 1, 2013. Motion carried 4 -0.
3. Public hearing to consider and take action regarding the petition of Kwik Check #34 for a
change in zoning from Agricultural District (A) to a Commercial District (C) on Lot 3, City
Block 345, and Tract 26 of the J. Bourland Survey A #69, being located at 2965 South
Church Street.
Public hearing was declared open.
A. No one spoke in favor of the petition.
B. No one spoke in opposition.
Public hearing was declared closed.
Motion was made by James Price, seconded by Mike Folmar to approve the petition.
Motion carried 4 -0.
Holland Harper arrived at 5:34 p.m.
4. Public hearing to consider and take action regarding the petition of Mike and Stephanie
Hall for a change in zoning from a Heavy Industrial District (HI) to a Commercial District
(C) on Lots 2, 3, 4 and 5, City Block 154, being located in the 600 to 1000 Block of West
Washington Street. (The applicant has withdrawn this zoning change request.)
Shawn Napier stated the property owner has withdrawn the zoning change petition.
5. Public hearing to consider and take action regarding the petition of Patricia C. Taylor for
a change in zoning from a General Retail District (GR) to a Commercial District (C) on
Lots 19, 20, 21, 22, 23 and west half of 24, Sperry's 1 st Addition Block 8, being located at
24 N. W. 28th Street, 2750 and 2780 Bonham Street. (The applicant has withdrawn this
zoning change request.)
Shawn Napier stated the property owner has withdrawn the zoning change petition.
6. Consideration of and action on the Final Plat of Lots 1, 2, 3 and 4, Block D, Hilltop
Subdivision #2, located in the 400 Block of 25th Street N.E.
Shawn Napier reviewed the final plat with commissioners. Motion was made by Mike
Folmar, seconded by Holland Harper to approve the final plat, subject to the City
Engineer's recommendations. Motion carried 5 -0.
7. Consideration of and action on the Final Plat of Lot 1, Block A, Robinson Addition CB 79,
located in the 200 Block of West Provine Street.
Shawn Napier reviewed the final plat with commissioners. Motion was made by Jerry
Akers, seconded by Holland Harper to approve the final plat, subject to the City Engineer's
recommendations. Motion carried 5 -0.
8. Consideration of and action on the Preliminary Plat of Lots 1 and 1 -A, Block C,
Morningside North #3, located in the 4300 to 4400 Block of Lamar Avenue.
Shawn Napier reviewed the preliminary plat with commissioners. Motion was made by
Holland Harper, seconded by James Price to approve the preliminary plat, subject to the
City Engineer's recommendations. Motion carried 5 -0.
9. Consideration of and action on the Final Plat of Lots 1 and 1 A, Block C, Morningside
North #3, located in the 4300 to 4400 Block of Lamar Avenue.
Shawn Napier reviewed the final plat with commissioners. Motion was made by Jerry
Akers, seconded by Mike Folmar to approve the final plat, subject to the City Engineer's
recommendations. Motion carried 5 -0.
10. Consideration of and action on the Preliminary Plat of Lots I and 2, Block A, Paris
Habitat Addition 112 -F, located at 1435 East Washington Street.
Shawn Napier reviewed the preliminary plat with commissioners. Motion was made by
James Price, seconded by Mike Folmar to approve the preliminary plat, subject to the City
Engineer's recommendations. Motion carried 5 -0.
11. Consideration of and action on the Final Plat of Lots I and 2, Block A, Paris Habitat
Addition 112 -F, located at 1435 East Washington Street.
Shawn Napier reviewed the final plat with commissioners. Motion was made by Mike
Folmar, seconded by James Price to approve the final plat, subject to the City Engineer's
recommendations. Motion carried 5 -0.
12. Consideration of and action on the Preliminary Plat of Lot 1, Block A, Lakes Regional
MHMR Addition CB 78, located at 22 West Cherry Street.
Shawn Napier reviewed the preliminary plat with commissioners. Motion was made by
Mike Folmar, seconded by Holland Harper to approve the preliminary plat, subject to the
City Engineer's recommendations. Motion carried 5 -0.
13. Consideration of and action on the Final Plat of Lot 1, Block A, Lakes Regional MHMR
Addition CB 78, located at 22 West Cherry Street.
Shawn Napier reviewed the final plat with commissioners. Motion was made by Jerry
Akers, seconded by Holland Harper to approve the final plat, subject to the City Engineer's
recommendations. Motion carried 5 -0.
14. Consideration of and action on the Preliminary Plat of Lot 1, Block A, Potters Industries,
LLC Addition 355, located at 160719th Street N. W.
Shawn Napier reviewed the preliminary plat with commissioners. Motion was made by
Holland Harper, seconded by James Price to approve the preliminary plat, subject to the
City Engineer's recommendations. Motion carried 5 -0.
15. Consideration of and action on the Final Plat of Lot 1, Block A, Potters Industries, LL
Addition 355, located at 160719th Street N. W.
Shawn Napier reviewed the final plat with commissioners. Motion was made by Holland
Harper, seconded by Mike Folmar to approve the final plat, subject to the City Engineer's
recommendations. Motion carried 5 -0.
16. Consideration of and action on the Replat Plat of Lots 1 -20, Block A, Martin Block
Addition, located in the 600 Block of 7th Street N. W.
Shawn Napier reviewed the replat plat with commissioners. Motion was made by Holland
Harper, seconded by James Price to approve the replat plat, subject to the City Engineer's
recommendations. Motion carried 5 -0.
17. Meeting adjourned at 5:58 p.m.
