1. The regular meeting of the Planning and Zoning Commission on Monday, August 5, 2013,
was called to order at 5:32 p.m. by Holland Harper, Chairman.
A. The following members were present:
John Lee
James Price
Jerry Akers
Holland Harper
Keith Flowers
B. The following members were absent:
Mike Folmar
Benny Plata
C. Also present were Shawn Napier, Director of Engineering, Planning and
Development; Alan Efrussy, Planning Manager; Sue Lancaster, Council Liaison;
and Ashley Fendley, Secretary for the Planning and Zoning Commission.
2. Approval of minutes from previous meetings. (July], 2013)
Motion was made by James Price, seconded by John Lee to approve the meeting minutes
for July 1, 2013. Motion carried 5 -0.
3. Public hearing and consideration of and action on the Site Plan for Dave Eisele on Lot 1,
Block A, Pine Mill Medical Park, being located in the 2900 to 3000 Block of Pine Mill
Road.
Public hearing was declared open.
A. No one spoke in favor of the petition.
B. No one spoke in opposition.
Public hearing was declared closed.
Motion was made by Keith Flowers, seconded by James Price to approve the petition.
Motion carried 5 -0.
4. Public hearing to consider and take action regarding the petition for Wayne Brown for a
change in zoning from an Agricultural District (A) to a One - Family Dwelling District No.
3 (SF -3), for a 1.808 acre property, being located at the east end of the 4200 Block of
Sunrise Drive.
Public hearing was declared open.
A. No one spoke in favor of the petition.
B. No one spoke in opposition.
Public hearing was declared closed.
Motion was made by James Price, seconded by Keith Flowers to approve the petition.
Motion carried 5 -0.
5. Consideration of and action on the Master Plat of Lots 6 -13, Block A and Lots 5 -12, Block
B, Summerwood Estates Phase II, located at the east end of the 4200 Block of Sunrise
Drive.
Shawn Napier reviewed the master plat with commissioners. Motion was made by Keith
Flowers, seconded by John Lee to approve the master plat, subject to the City Engineer's
recommendations. Motion carried 5 -0.
6 Consideration of and action on the Preliminary Plat of Summerwood Estates Phase II,
located at the east end of the 4200 Block of Sunrise Drive.
Shawn Napier reviewed the preliminary plat with commissioners. Motion was made by
Keith Flowers, seconded by James Price to approve the preliminary plat, subject to the City
Engineer's recommendations. Motion carried 5 -0.
7. Consideration of and action on the Master Plat of Lot 1 -4, Block A, Paris SMPC Addition
322, located at the N.E. corner of Loop 286 and Stillhouse Road.
Shawn Napier reviewed the master plat with commissioners. Motion was made by Keith
Flowers, seconded by James Price to approve the master plat, subject to the City
Engineer's recommendations. Motion carried 5 -0.

James Price, seconded by John Lee and Keith Flowers to approve the preliminary plat,
subject to the City Engineer's recommendations. Motion carried 5 -0.
9. Continue staff discussion regarding development functions: (a) The role of the commission
regarding a comprehensive plan and (b) the zoning function.
Alan Efrussy presented the development functions including (a) The role of the
commission regarding a comprehensive plan and (b) the zoning function to the planning
and zoning commissioners.
10. Status regarding Zone 1: Resort Area within the Lake Crook Planned Development
District: Part Four - Environmental Evaluation.
Alan Efrussy presented Zone 1 Resort Area of the proposed Lake Crook Planned
Development District: Part Four - Environmental Evaluation to the planning and zoning
commissioners. The Planning and Zoning Commission had several questions about the
actual development process for the Lake Crook Planned Development District. Alan
Efrussy stated that the planning and zoning commissioners brought forward a lot of good
points and he would look into them.
14. Meeting adjourned at 6:35 p.m.
