1. The regular meeting of the Planning and Zoning Commission on Monday, November 4,
2013, was called to order at S: 30 p. m. by Holland Harper, Chairman.
A. The following members were present: John Lee, James Price, Mike Folmar,
Holland Harper, Jerry Akers and Keith Flowers
B. The following members were absent: Benny Plata
C. Also present were Shawn Napier, Director of Engineering, Planning and
Development; Alan Efrussy, Planning Manager; Sue Lancaster, Council Liaison;
and Ashley Fendley, Secretary for the Planning and Zoning Commission.
2. Approval of minutes from previous meetings. (October 7, 2013)
Motion was made by Mike Folmar, seconded by John Lee to approve the meeting minutes
for October 7, 2013. Motion carried 6 -0.
3. Public hearing to consider and take action regarding the petition for Skylar Burchinal for
a change in zoning from a One - Family Dwelling District No. 2 (SF -2) and a Two Family
Dwelling District (2F) to a Commercial District (C) with a Specific Use Permit (55)
self - storage /mini warehouse on Lots 2, 16 and the eastern half of lot 3 and 17 of the
Warren Addition Block 1, being located at 1710 Bonham Street.
Public hearing was declared open.
A. One individual spoke in favor of the petition.
Skylar Burchinal, of Paris, Texas, spoke in favor of the petition. Mr. Burchinal
stated that he was trying to get a zoning change from two - family dwelling district
(2F) to a commercial district (C) with a specific use permit (55) self - storage /mini
warehouse.
B. No one spoke in opposition.
Public hearing was declared closed.
Motion was made by Keith Flowers, seconded by John Lee and James Price to approve the
petition. Motion carried 6 -0.
4. Public hearing to consider and take action regarding the petition for Mike and Stephanie
Hall for a change in zoning from a Heavy Industrial District (HI) and Commercial District
(C) to a One - Family Dwelling District No. 2 (SF -2) on Lots 3 and 4 of City Block 154.
And a change in zoning from Heavy Industrial District (HI) to Light Industrial District (LI)
on Lot 2, City Block 154, all lots being located in the 600 to 1000 Block of West
Washington Street.
Shawn Napier stated the property owner has tabled the zoning change petition.
5. Public hearing to consider and take action regarding the petition for Paris Economic
Development Corporation for a change in zoning from a One - Family Dwelling District
No. 2 (SF -2) to a Light Industrial District (LI) on Lots 12 & 13, City Block 327, being
located in the 3400 Block off. W. Loop 286
Public hearing was declared open.
A. No one spoke in favor of the petition.
B. No one spoke in opposition.
Public hearing was declared closed.
Motion was made by Keith Flowers, seconded by Mike Folmar to approve the petition.
Motion carried 5 -1, with James Price casting the dissenting vote.
6. Discussion regarding Part Five of Zone 1: Resort District of the Lake Crook Planned
Development District (LCPDD).
Alan Efrussy presented Part Five of Zone 1: Resort District of the Lake Crook Planned
Development District (LCPDD) to the Planning and Zoning Commission. Mr. Efrussy
stated he needs conformation from the commissars to move forward with the LCPDD. The
Planning and Zoning Commission gave Alan Efrussy approval to move forward with the
LCPDD.
7. Discuss information regarding Platting Process.
Shawn Napier presented the platting process to the Planning and Zoning Commission.
8. Meeting adjourned at 6:08 p.m.
