1. The regular meeting of the Planning and Zoning Commission on Monday, February 7,
2011, was called to order at 5:42 p.m. by Curtis Fendley, Chairman.
A. The following members were present:

Keith Barnett
Benny Plata
James Price
B. The following members were absent:
Richard Hunt
Dennis Chalaire
C. Shawn Napier, Director of Engineering, Planning and Development; Jeanna Scott,
City Staff; and Elizabeth Flick, Ex- Officio.
2. Approval of minutes from previous meeting. (January 3. 2011)
Motion was made by Benny Plata, seconded by Keith Barnett to approve the minutes for
the January 3, 2011 meeting. Motion carried 4 -0.
3. Public hearing and consideration of and action on the petition of the City of Paris for a
change in zoning from a Light Industrial District (LI) to a Public Lands and Institution
District (PLI) on Lots S and 6, Block 1, Smith's 2 Addition, being number 165 West
Center.
Public hearing was declared open.
A. The following individuals spoke in favor of the petition:
Shawn Napier, Director of Engineering, Planning and Development spoke in favor
of the petition. Mr. Napier stated the city is moving the old warehouse to this new
location. The City of Paris is in the process of remodeling the building to
accommodate the warehouse.
B. No one spoke in opposition.
Public hearing was declared closed.
Motion was made by Benny Plata, seconded by Keith Barnett to approve the petition.
Motion carried 4 -0.
4. Consideration of and action on the Preliminary Plat of Lot 1, 2 and 3, Block A, Essent
PRMC Addition 306 #1, being numbers 865 DeShong Drive, 1025 DeShong Drive, 2850
Lewis Lane, 2870 Lewis Lane, and 2890 Lewis Lane.
Motion was made by Keith Barnett, seconded by Benny Plata to approve the preliminary
plat, subject to the City Engineer's recommendations. Motion carried 4 -0.
5. Consideration of and action on the Final Plat of Lot 1, 2 and 3, Block A, Essent PRMC
Addition 306 #1, being numbers 865 DeShong Drive, 1025 DeShong Drive, 2850 Lewis
Lane, 2870 Lewis Lane, and 2890 Lewis Lane. I
Motion was made by Benny Plata, seconded by Keith Barnett to approve the final plat,
subject to the City Engineer's recommendations. Motion carried 4 -0.
6 Consideration of and action on the Preliminary Plat of Lot 1, Block B, Essent PRMC
Addition 306 #2, being numbers 575 DeShong Drive, 2845 Lewis Lane, and 2875 Lewis
Lane.
Motion was made by Keith Barnett, seconded by James Price to approve the preliminary
plat, subject to the City Engineer's recommendations. Motion carried 4 -0.
7. Consideration of and action on the Final Plat of Lot 1, Block B, Essent PRMCAddition 306
#21 being numbers 575 DeShong Drive, 2845 Lewis Lane, and 2875 Lewis Lane.
Motion was made by Benny Plata, seconded by Keith Barnett to approve the final plat,
subject to the City Engineer's recommendations. Motion carried 4 -0.
8. Consideration of and action on the Preliminary Plat of Lot 1, Block A, Kelley Addition,
being located in the 600 Block of North Main Street.
Motion was made by Keith Barnett, seconded by James Price to approve the preliminary
plat, subject to the City Engineer's recommendations. Motion carried 4 -0.
9. Consideration of and action on the Final Plat of Lot 1, Block A, Kelley Addition, being
located in the 600 Block of North Main Street.
Motion was made by Benny Plata, seconded by Keith Barnett to approve the final plat,
subject to the City Engineer's recommendations. Motion carried 4 -0.
10. Consideration of and action on the Preliminary Plat of Lots I and 2, Block A, Yoder
Addition CB 235A, being number 141819`h Street N. W
Motion was made by Keith Barnett, seconded by Benny Plata to approve the preliminary
plat, subject to the City Engineer's recommendations. Motion carried 4 -0.
11. Consideration of and action on the Final Plat of Lots I and 2, Block A, Yoder Addition CB
235A, being number 141819`h Street N. W.
Motion was made by Benny Plata, seconded by Keith Barnett to approve the final plat,
subject to the City Engineer's recommendations. Motion carried 4 -0.
12. Consideration of and action on the Final Plat of Lot 9, Block A, Pecan Place Phase II
Addition.
Motion was made James Price, seconded by Benny Plata to approve the final plat, subject to
the City Engineer's recommendations. Motion carried 4 -0.
13. Meeting adjourned at 5.53 p.m.
