1. The regular meeting of the Planning and Zoning Commission on Monday, August 2, 2010,
was called to order at 5:30 p.m. by Curtis Fendley, Chairman.
A. The following members were present:
Curtis Fendley, Chairman
Richard Hunt
Bill Harris
Keith Barnett
Benny Plata
Dennis Chalaire
James Price
B. The following members were absent:
None
C. Shawn Napier, Director of Engineering, Planning and Development; and Jeanna
Scott, City Staff were also present.
2. Approval of minutes from previous meeting. (June 7, 2010)
Motion was made by Bill Harris, seconded by Keith Barnett to approve the minutes for the
June 7, 2010 meeting. Motion carried 7 -0.
3. Public hearing to provide an opportunity to present comments and written evidence and
consideration ofand action on recommending to the City Council the adoption ofproposed
amendments to the Future Land Use Plan Map as follows:
A. That the future land use recommended, for the property located on Lot NPart of
I -A, City Block 328, being number 3405 Bonham Street, be changed from General
Retail District to Commercial District.
Public hearing was declared open.
A. No one spoke in favor of the petition..
B. There was no opposition.
Public hearing was declared closed.
Shawn Napier presented the petition to the commissioners. Mr. Napier stated that this
situation was brought to the city's attention by code enforcement and complaints that had
been received regarding Mr. Mancuso tractor trailer rig being parked in the right -of -way.
Mr. Napier further stated Mr. Mancuso wants to park his tractor trailer in the front yard
which is not allowed in a residential district therefore a zoning change was required to
enable him to park his truck at this location. Mr. Fendley asked isn't there a lot close by for
tractor trailers to park? Jeanna Scott stated Mr. Mancuso had said he was parking his
tractor trailer on an approved lot, and it had been broken into on several occasions.
Motion was made by Keith Barnett, seconded by Dennis Chalaire to deny the petition.
Motion carried 5 -2.
4. Public hearing to consider the petition of Randall L. Mancuso for a change in zoning from
a Planned Development District (PD -b) Housing development or community unit
development to a Commercial District (C) on Lot NPart of 1 A, City Block 328, being
number 3405 Bonham Street.
Public hearing was declared open.
A. No one spoke in favor of the petition.
B. There was no opposition.
Public hearing was declared closed.
Item 4 must be denied if the Future Land Use Map is denied.
Motion was made by Keith Barnett, seconded by Dennis Chalaire to deny the petition.
Motion carried 5 -2.
5. Meeting adjourned at 5:40 p.m.
