Regular Meeting Tuesday, April 17, 2012

Meeting called to order at 4:05pm by Vice - Chairman Britin Bostick in the absence of Chairman Matt Coyle.

Present: Cheri Bedford, Karie Raulston, Casey Ressler, Kari Daniel, Britin Bostick, Bill Harris, Becky
Semple, Edwin Pickle
March minutes were unanimously approved as presented, motion made by Bill Harris, seconded by Kari Daniel.
Main Street Manager's Report:
• Clarksville Street sidewalk project will begin shortly, starting at Hi -Teck Computers and continuing west, then
crossing to the south side of the street and continuing east. Utilities will be placed underground.
• Trash -Off is this Saturday, April 21St. All interested parties can meet at the Home Depot parking lot at 7:30am
and join as a neighborhood team or join a section. They need volunteers to oversee work, hotdogs will be
provided for volunteers and the event should end by noon.
• American Heart Walk will be at Market Square on April 28th. Registration begins at 8:30am and the Walk
begins at 9:00. There are 1 and 2 mile walks. No cost to participate, but you are encouraged to join a team to
help raise money.
A Boy Scout Troop will be weeding and cleaning Market Square on Monday, April 30th beginning around
6:OOpm in preparation for the Grand Opening of the 2012 Farmer's Market.
April In Paris Wine Festival this past Friday night was a success, with much positive feedback from the
participants and vendors. Many wine vendors would like to return, and although it has been asked if this
could be a semi - annual event, Cheri thinks that it should occur as our annual spring event. There will be a
meeting this Friday at 1:OOpm to address some concerns for next year, including containing the alcohol
within the buildings. Bill asked if there can be a special events ordinance to allow alcohol in the street, and
Cheri is checking with other Main Street Managers to see how they handle it. Cheri will have the numbers for
the event if anyone is interested, and we did raise some funds. There is a meeting on the 26th for the Art
Festival component, so email Cheri your suggestions for that meeting if you are unable to attend.
Farmer's Market opening day is Saturday, May 5th. There will be many activities to coincide with the Kentucky
Derby that weekend. There are currently 8 vendors signed up, Kelly's Produce will not be returning, and the
City Council is set to vote on an ordinance change that will allow for the sale of Texas wines at the market.
Farmer's Market will be open all summer 8:OOam -noon.
Committee Reports:
Organization — Casey reported committee's progress on the website has been on hold, but they have the outline of
the site prepared for the web designer. Please send all requests and comments to him soon for inclusion.
Design — Karie reported that the meeting planned to document downtown with photographs had to be postponed
due to rain, but that the Kress and Scott Buildings have had their storefronts cleaned up and posters displaying Paris
history have been installed in the windows of the Scott Building, which garnered much attention during the Art &
Wine Festival activities.
Promotions — Kari reported that Movies in the Park posters are available with this summer's lineup. Hastings, PRMC
and EParis are again sponsoring the event. PDA will provide concessions and volunteers, with businesses being more
involved this year. Game sponsors are still needed, and there will be a meeting Tuesday the 24th at 6:OOpm at Time
Flies to talk about game themes. Easter egg decorating raised $399 for the downtown improvement fund through
concessions and a bounce house. Photographer Tara Swain took photos for 9 hours, so next year we will need more
photographers to handle the crowds. Also for next year we are looking to move the event to Bywater's Park to hold in
conjunction with Parks & Recreation's egg hunt, and maybe have more vendors and inflatables. Will also not have the
weekend of Easter next year. First Federal Bank, Brookshire's, Girls and Cake and Paris Baby were sponsors. On May
20th we will hold a peristyle rededication ceremony. Sally Wright said she would see if she can get former Dancing
with the Starts contestants there since they helped raise the money for the project.
Economic Restructuring — Britin reported that the meeting is this Thursday at 6:30pm at Time Flies. Committee will be
writing a questionnaire for businesses to help better understand what support services are being utilized and what
other support might be needed.
Historic Preservation Commission — Britin reported that HPC will need to have the Peristyle dedication on their
agenda to partner with Main Street for the event. Signage for Bois d'arc restaurant was approved at the last meeting.
VCC /Chamber — Becky reported that the Eiffel Tower is now lit at night so please stop by. Work is still in progress.
Junk Yard Babes were in Paris today and were encouraged to shop in downtown businesses. The Highway 82 Yard
Sale is the first weekend in June. Spaces on the Plaza are $25 each and spaces at Market Square are $10 each. There
will be a map of the locations, and with 20 towns currently signed up the sale will stretch from New Boston to
Quanah. Tour de Paris is coming up in July and they will need volunteers.
Kari presented a design by Josiah Daniel for the billboard above the former Winery building on Clarksville Street that will
promote PDA, Chamber and Main Street. Cheri and Karie commented that the design elements resembled houses or bird
houses, so Kari will see what adjustments can be made to that. In addition, the downtown map is being reprinted and Cheri
requested that the Maxey House be added.
Future Agenda Requests: Cheri requested that the topic of a Downtown Public Restroom be added to the next agenda. Becky
commented that downtown Marshall, Texas has a very nice one, and that the Chamber cannot advertise theirs as public.
Motion to Adjourn made by Bill and seconded by Karie. Vote was unanimous in favor.
