03/14/2012 MINUTESMINUTES REGULAR MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION WEDNESDAY, MARCH 14, 2012 12:00 O'CLOCK P.M. The Historic Preservation Commission meeting was called to order by Paul Denney, Vice - Chairman at 12:13 p.m. A. The following members were present: Paul Denney, Vice - Chairman (arrived at 12:13 p.m.) Nancy Anderson Britin Bostick David Stewart B. The following members were absent: Arvin Starrett, Chairman Douglas Cox Ben Vaughan C. Also present Cheri. Bedford, Main Street Manager; and Jeanna Scott, Historic Preservation Officer. 2. Approval of minutes from previous meeting. (February 27, 2012) Motion was made and seconded to approve the meeting minutes for February 27, 2012. Motion carried 4 -0. 3. Consideration of and action on the following Certificate of Appropriateness: A. 28 West Plaza — Furniture on the Square — Brad Taft- Jeanna Scott, Historic Preservation Officer presented petition. Ms. Scott stated the application is for two signs; one will be a 2' by 13' attached sign that will be placed on the building above the canopy, the second sign will be an under canopy sign that will be placed perpendicular to the street in the center of the front entrance and that sign. will be 6" by 4'. All proposed signage meets the sign ordinance and the canopy sign will clear the ground 9'. Commissioner Bostick asked if the attached sign was made of tin or metal, it looks like corrugated tin material. Ms. Scott stated it was metal, will verify exact material prior to permitting. Motion was made by Nancy Anderson, seconded by Britin Bostick to approve the COA. Motion carried 4 -0. B. 575 South Main Street — Holiday Terrace Apartments — Tammy McIntyre — Jeanna Scott, Historic Preservation Officer presented petition. Ms. Scott stated they will be repairing and utilizing the existing sign. The sign meets all requirements of the sign ordinance. Motion was made by Britin Bostick, seconded by Nancy Anderson. Motion carried 4 -0. 4. Discussion of and possible action on recommendations to the Task- Force. No action taken. — CONSENT AGENDA— [Items appearing on this consent agenda may be approved by a single vote of the Commission, with such approval applicable to all items appearing on said agenda. If any Commission member desires to discuss and consider separately any item appearing on the consent agenda, that Commission member may do so by requesting that the item be removed from the consent agenda and considered as a separate item.] 5. Discussion of and possible action regarding the following structure considered by code inspectors to be in violation ofArticle III of Chapter 7 of'the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures, " to determine whether such building or structure currently located within the city's historic district has special historic significance and should be protected from demolition and recommended for rehabilitation and repair being located at: A. 508 South Church Street Jeanna Scott, HPO stated this order only pertains to the garage on the back side of the property. The garage is a non contributing structure because it was built in 1998 and is of metal construction. Ms. Scott further stated that Mr. Faber has contacted the City and will be removing and replacing the damaged areas of the garage. Robert Talley, Code Enforcement Supervisor, stated Mr. Faber has a choice to either demolition the structure or repair it. Motion was made by Nancy Anderson, seconded by Britin Bostick to send the garage structure to the Building and Standards Commission for demolition or repair since it cannot be rehabilitated nor do they have significant historical value. Motion carried 4 -0. 6 Discussion of and possible action regarding the following structures considered by code inspectors to be in violation ofArticle III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures, " to determine whether such buildings or structures can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris: A. 5016' Street N.E. B. 50516th Street N.E. C. 1125 Mockingbird Drive D. 73714`h Street N. W. E. 2670 Bonham Street F. 1250 Franklin Street Motion was made by Britin Bostick, seconded by David Stewart to send all structures to the Building and Standards Commission for demolition since they cannot be rehabilitated nor do they have significant historical value.
