SPECIAL MEETING
CITY OF PARIS HISTORIC PRESERVATION COMMISSION
WEDNESDAY, AUGUST 8, 2012
12:00 O'CLOCK P.M.
1. The Historic Preservation Commission meeting was called to order by Paul Denney,
Chairman at 12:00 p.m.
A. The following members were present:
Paul Denney
Douglas Cox
Britin Bostick
David Stewart
Nancy Anderson
Lauri Redus
B. The following members were absent:
Ben Vaughan
C. Also present Jeanna Scott, Historic Preservation Officer; and Robert Talley, Code
Enforcement Supervisor.
2. Election of Officers:
A. Chairman — Motion was made by Nancy Anderson, seconded by Douglas Cox to
nominate Paul Denney as Chairman. Motion carried 5 -0.
B. Vice - Chairman — Motion was made by Douglas Cox, seconded by Britin Bostick
to nominate Ben Vaughan as Vice - Chairman. Motion carried 6 -0.
C. Secretary — Motion was made by Douglas Cox, seconded by Nancy Anderson to
nominate Britin Bostick as Secretary. Motion carried 5 -0.
3. Approval of minutes from previous meetings. (June 25, 2012)
Motion was made by Britin Bostick, seconded by Nancy Anderson to approve the
meeting minutes for June 25, 2012. Motion carried 6 -0.
Motion was made by Nancy Anderson, seconded by Douglas Cox to recuse Britin
Bostick. Motion carried 5 -0.
4. Consideration of and action on the following Certificate of Appropriateness:
A. One Lamar Avenue — Scott Building — Britin Bostick representing the property
owners presented the petition. Ms. Bostick stated they are replacing two windows
on the second floor on the west side of the building. These appear to be the
original windows and approximately 100 years old, the windows are in such bad
shape that we are about to lose the glass out of them. Ms. Bostick further stated
they plan to repair the windows to alleviate any hazard to pedestrians. Motion
was made by Lauri Redus, seconded by Nancy Anderson to approve the COA.
Motion carried 5 -0.
B. 308 South Main Street – Britin Bostick representing property owners presented
the petition. Ms. Bostick stated they will be painting the trim around windows,
and doors. The color they are proposing is not one of the historic colors; therefore
we need approval from the commission. The proposed color is called "useful
grey" and would be applied to all trim areas and eaves. Motion was made by
Douglas Cox, seconded by Lauri Redus to approve the COA. Motion carried 5 -0.
S. Consideration of and action on the following Fagade Grants:
A. One Lamar Avenue – Scott Building – Motion was made by Lauri Redus,
seconded by David Stewart to approve the fagade grant. Motion carried 5 -0.
B. 308 South Main Street – Motion was made by Nancy Anderson, seconded by
Lauri Redus to approve the fagade grant. Motion carried 5 -0.
Motion was made by Douglas Cox, seconded by Nancy Anderson to bring Britin Bostick
back to the meeting. Motion carried 5 -0.

6. Discussion of and possible action regarding the following structures considered by code
inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the
City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and
Structures, " to determine whether such buildings or structures can be rehabilitated and
designated on the National Register of Historic Places, as a recorded Texas Historic
Landmark, or as historic property as designated by the City Council of the City of Paris.

Motion was made by Britin Bostick, seconded by Lauri Redus to send all structures to the
Building and Standards Commission, since they cannot be rehabilitated nor do they have
significant historical value. Motion carried 6 -0.
7. Report from Britin Bostick, Main Street Advisory Board Liaison.
Britin Bostick, Main Street Advisory Board Liaison made report to the commission. Ms.
Bostick stated funds have been raised to establish grants that will be made available from
Main Street Advisory Board. The Paris Downtown Association is also working on fund
raising to have additional funds available. Grants will be available for things like
updating plumbing, updating electrical and asbestos surveys /abatements, addressing
things that are not covered under the facade grant. Currently we are working together to
establish grant amounts and set criteria for applying for them. Main Street would like the
commission at some point in the near future consider working with them to match the
grant funds.
