09/12/2012 MINUTESMINUTES REGULAR MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION WEDNESDAY, SEPTEMBER 12, 2012 12:00 O'CLOCK P.M. 1. The Historic Preservation Commission meeting was called to order by Paul Denney, Chairman at 12:00 p.m. A. The following members were present: Paul Denney Douglas Cox Britin Bostick David Stewart Nancy Anderson Lauri Redus Ben Vaughan B. The following members were absent: None C. Also present Jeanna Scott, Historic Preservation Officer; Robert Talley, Code Enforcement Supervisor and John Godwin, City Manager. 2. Approval of minutes from previous meetings. (August 27, 2012) Motion was made by Ben Vaughan, seconded by Nancy Anderson to approve the meeting minutes for August 27, 2012, with corrections. Motion carried 7 -0. 3. Consideration of and action on the following Certificate of Appropriateness: A. 4 North Plaza — Two Rivers Antiques — Janet Green, business owner presented the petition. Ms. Green stated she brought the goose for commissioners to see, the sign will be flat and approximately eight feet wide. The width between columns is fifteen feet so this will allow the sign to be center to one side and give Kelley's the space on the other side. Kelley's will also be coming before the commission to place their sign on the opposite this sign. Motion was made Britin Bostick, seconded by Nancy Anderson to approve the COA. Motion carried 7 -0. B. 131 Bonham Street — Fitzgerald Law — Alex Pickering, Scott's Custom Signs presented the petition. Ms. Pickering stated they are placing their name on each side of the door and they are also proposing a blade sign. They may not add the blade sign at this time but they wanted to get it approved. Motion was made by Ben Vaughan, seconded by Lauri Redus to approve the COA. Motion carried 7 -0. C. 25 1" Street N. W. — Pierce & Agnew, LLC — Melissa Pierce, business owner, presented the petition. Ms. Pierce stated they are proposing a vinyl sign that will be placed on the glass to the right of the door. Motion was made by Ben Vaughan, seconded by David Stewart to approve the COA. Motion carried 7 -0. D. 120 Bonham Street — Ewe... nique Creations of Paris — Carol Majeskey, business owner presented the petition. Ms. Majeskey stated they are proposing vinyl lettering on the windows and a blade sign attached under the canopy. Motion was made by Britin Bostick, seconded by Nancy Anderson to approve the COA. Motion carried 7 -0. E. 35 Lamar Avenue — It's About Time /C & R Heat, Air & Refrigeration — Cal Reep and Roy Stevens, business owners represented the petition. Mr. Reep stated they are proposing to place white vinyl lettering advertising both businesses on the glass; one business will advertise on the far left panel and the other in the window next to that. Motion was made by Douglas Cox, seconded by Lauri Redus to approve the COA. Motion carried 7 -0. 4. Consideration of and possible action on nominating the L. 0. Hammons sign as a Historical Sign. Jeanna Scott made the presentation to the commissioners. Ms. Scott stated the City of Paris sent Dr. Kilgore a violation notice stating he must remove his sign, because it was advertising a business that was no longer in operation. Mr. Kilgore submitted a letter requesting the City nominate the L.O. Hammons sign as it has been on the building more than fifty years and the department store was a well -known business during its time period. Ms. Scott further stated Dr. Kilgore has the two missing letters and will replace them. Nancy Anderson asked if the building was to sale, would this nomination keep the new owner from removing the sign. Ms. Scott stated no it would not, it only protects the sign from forced removal by the City, and the new owner could remove it if they choose to. Motion was made by Britin Bostick, seconded by Nancy Anderson to approve the nomination, subject to the sign being repaired. Ben Vaughan asked what the criteria is for nominating a historic signs. Paul Denney stated being at least fifty years old qualifies the sign, not the type of sign. Ben Vaughan asked what is the time limit for the property owner to repair the sign. Robert Talley stated he would give him another ten days to repair the sign and would work with the owner if they needed extra time to repair it. If the owner does not respond then a court case can be filed in municipal court or the City could remove the sign. Robert Talley, Code Enforcement Supervisor stated the property owners live across the street from 618 West Austin (5S) and they agree the house needs to be demolished. There is a hole in the west roof, all shingles are deteriorating and have fallen inside the house. Mr. Talley further stated the property owners have asked for 90 days to demolish the house and that will be his recommendation to Building and Standards. Robert Talley stated 5U has a foundation that is starting to lean and the roof shingles have deteriorated. There is a lot of water damage on the inside of the house due to a large whole in the south side roof at the peak. However, it is leaking in several different places and he feels the roof is in danger of collapsing. The structure is unsecure and there is a day care located directly across the street from this house and it is dangerous situation. Mr. Talley further stated he is recommending 30 days to demolish the structure. Robert Talley stated 5X has received at least 20 code complaints on this structure. The house is unsecure because the door is laying out in the yard. The wiring has been stripped out the house, and the plumbing has been removed. Code Enforcement has abated this house on three occasions and they have been unable to contact the property owners. Motion was made by Nancy Anderson, seconded by Ben Vaughan to send all structures to the Building and Standards Commission, since they cannot be rehabilitated nor do they have significant historical value.
