09/24/2012 MINUTESMINUTES SPECIAL MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION MONDAY, SEPTEMBER 24, 2012 4:00 O'CLOCK P.M. 1. The Historic Preservation Commission meeting was called to order by Paul Denney, Chairman at 4:00 p.m. A. The following members were present: Paul Denney Britin Bostick Douglas Cox Lauri Redus Ben Vaughan B. The following members were absent: David Stewart Nancy Anderson C. Also present Jeanna Scott, Historic Preservation Officer; Cheri Bedford, Main Street Manager and Matt Frierson, Council Liaison. 2. Approval of minutes from previous meetings. (September 12, 2012) Motion was made by Ben Vaughan, seconded by Britin Bostick to approve the meeting minutes for September 12, 2012. Motion carried 5 -0. 3. Public hearing and consideration of and action on the petition of George Ronald Shannon Sr. to designate a Historic District Overlay (HD), on Lot 20, City Block 131, being number 726 W. Sherman Street. Public hearing was declared open. A. The following individuals spoke in favor of the petition. George Shannon Sr., 726 West Sherman Street, property owner, spoke in favor of the petition. Mr. Shannon stated he has been in the house ten years and will be restoring the house as close to original as possible. This house was a Latimer house, built with square nails and high ceilings. B. The following individual spoke in opposition to the petition. Kenneth Grubbs, 332 7t" Street S.W., property owner, spoke'in opposition of the petition. Mr. Grubbs asked if this change will affect the entire block, and will this raise taxes on the property. Mr. Grubbs issued additional concerns about the deterioration of the neighborhood. Skipper Steely, 801 Sherman Street, property owner, not speaking in favor of or in opposition of Mr. Steely stated his home is on the national register and was not aware you could request standalone designation. Mr. Steely issued concerns over the conditions of property in this area; several homes are in dilapidated states and need to be demolished. Public hearing was closed. Paul Denney stated that the only property affected by this petition will be Mr. Shannon's, and unless you do something on your property to increase taxes this will not cause the taxes to go up. Mr. Denney further instructed Mr. Shannon on what will be required if his petition is approved; making sure Mr. Shannon understands the guidelines and restrictions this approval will place on the property. Mr. Shannon stated he did understand the process for getting approval and was ok with that. Motion was made by Ben Vaughan, seconded by Britin Bostick to approve the petition. Commissioners discussed what will be protected on the lot. Ben Vaughan asked if the barn would be protected or is it the house only. Jeanna Scott stated that the historic district overlay will be applied to the lots metes and bounds, however, to qualify as contributing the structure must be 50 years old. Douglas Cox asked if the property owners plan on restoring the property back to its original state. Mr. Shannon stated no, but he will be painting the structure and doing some work to the front porch. Ben Vaughan expressed concerns over the barn and the property boundaries and how that could affect the commission. Britin Bostick stated that exhibit "A" shows the legal boundaries of the property and until legal evidence is shown that indicates there is a conflict; we don't have anything else to go by. Motion carried 4 -0, with Ben Vaughan abstaining from the vote. 4. Consideration of and action on adding the Sherman Williams color "Useful Gray" (705 7) to the approved historic district color palette. Ben Vaughan presented the request to the commission. Motion was made by Britin Bostick, seconded by Lauri Redus to approve the addition of the color "Useful Gray" to the approved color palette for the historic district. Motion carried 5 -0. 5.
