01/12/2011 MINUTESMINUTES REGULAR MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION WEDNESDAY, JANUARY 12, 2011 12:00 O'CLOCK P.M. The Historic Preservation Commission meeting was called to order by Arvin Starrett, Chairman at 12:00 p.m. A. The following members were present: Arvin Starrett, Chairman Douglas Cox Ben Vaughan Paul Denney, Vice- Chainnan Matt Coyle B. The following members were absent: Susan Scholz, Secretary C. Also present were Jeanna Scott, City Staff; and Zachary Branch., Ex- Officio. 2. Approval of minutes from previous minutes. (December 8, 2010) Motion was made by Douglas Cox, seconded by Ben Vaughan to approve the minutes for the December 8, 2010 meeting. Motion carried 6 -0. 3. Consideration of and action on the following Certificate of Appropriateness: A. 7 West Houston Street — Jeff Starnes, business owner presented the petition. Mr. Starnes stated he will put up a window sign at the new location. He also would like to put up 18 X 36 blade sign similar to the sign he had at his other location. Mr. Starnes further stated he will reuse the masts that held the other sign for this location. The sign will be at least ten foot from the sidewalk. Motion was made by Paul Denney, seconded by Ben Vaughan to approve the COA. Motion carried 6 -0. B. 4 North Plaza — Kevin Cannon, business owner presented the petition. Mr. Cannon stated he installed vinyl lettering to the front and side elevation of his store. Motion was made by Matt Coyle, seconded by Ben Vaughan to approve the COA. Motion carried 6 -0. 4. Report, discussion and possible action on changing the Design Guidelines regarding painting the exterior masonry on commercial buildings presented by Paul Denney. Paul Denney presented options for multiple buildings on the same parcel of property with different colors and how they can fit into the district. The proposed change would deal with the painting of existing exterior masonry or brick. Existing exterior brick face or other masonry maybe painted in the historic district in cases where one property owner owns a multi building campus of connected or adjacent buildings where such buildings where designed and constructed during different time periods and stylistic periods. In such cases, the other buildings can be painted the same color as the original masonry color of the oldest and /or the most historically significant structure or structures as determined by the Historic Preservation Commission. All paint colors will be approved by the this commission prior to execution and a ten foot by ten foot area on the building shall be reviewed by the City of Paris Historic Preservation Officer prior to painting the rest of the structures. Commissioners discussed enacting this proposed change and the adverse effects and consequences that could affect the district. Commission would like to know how other communities are handling similar projects. No action taken. Item to be brought back at a later date. 5. Report and update firom Robert Talley, Code Enforcement Supervisor. Robert Talley gave report and updated commissioners regarding a task force that has been assembled that will help code enforcement reach their goal in cleaning up the downtown area. The task force will include the Fire Marshall, which will give authority to code enforcement to gain access to any building. -- CONSENT AGEND,4— [Items appearing on this consent agenda may be approved by a single vote of the Commission, with such approval applicable to all items appearing on said agenda. If any Commission member desires to discuss and consider separately any item appearing on the consent agenda, that Commission member may do so by requesting that the item be removed from the consent agenda and considered as a separate item.] 6 Discussion of and possible action regarding the following structures considered by code inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of'Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures, " to determine whether such buildings or structures can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris: A. 837 3rd Street S. Polk Motion was made by Douglas Cox to pull items F and G, motion died for the lack of a second. Motion was made by Ben Vaughan, seconded by Paul Denney to send all structures to the Building and Standards Commission for demolition since they cannot be rehabilitated nor do they have significant historical value.
