03/09/2011 MINUTESMINUTES REGULAR MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION WEDNESDAY, MARCH 9, 2011 12:00 O'CLOCK P.M. 1. The Historic Preservation Commission meeting was called to order by Arvin Starrett, Chairman at 12:00 p.m. A. The following members were present: Arvin Starrett, Chairman Douglas Cox Ben Vaughan Paul Denney, Vice - Chairman Matt Coyle B. The following members were absent: Susan Scholz, Secretary C. Also present were Jeanna Scott, City Staff; Cheri Bedford, Main Street Coordinator, Rhonda Rogers, Council Member; and Zachary Branch, Ex- Officio. 2. Approval of minutes from previous minutes. (February 28, 2011) Motion was made by Ben Vaughan, seconded by Jerry Raper to approve the minutes for the February 28, 2011 meeting. Motion carried 6 -0. 3. Consideration of and action on the following Certificate of Appropriateness: A. 606 Church Street – Sims and Becki Norment – Sims Norment, property owner presented the petition. The two car garage is deteriorating beyond repair due to serious foundation issues. Mr. Norment stated they will demolish the existing garage and replace it with a three car garage that will match the architecture of the original garage. Motion was made by Ben Vaughan, seconded by Jerry Raper to approve the Certificate of Appropriateness. Discussion of and possible action regarding the following structures considered by code inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of'Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures, " to determine whether such buildings or structures can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of 'the City of 'Paris: A. 11316"' Street S.E. R. 943 West Sherman Motion was made by Ben Vaughan, seconded by Paul Denney to send all structures to the Building and Standards Commission for demolition since they cannot be rehabilitated nor do they have significant historical value. Motion carried 6 -0. 4. Report, discussion and possible action on changing the Design (7midelines regarding painting the exterior masonry on commercial buildings presented by Paul Denney. The proposed change would deal with the painting of existing exterior masonry or brick. Existing exterior brick face or other masonry maybe painted in the historic district in cases where one property owner owns a multi building campus of connected or adjacent buildings where such buildings where designed and constructed during different time periods and stylistic periods. In such cases, the other buildings can be painted the same color as the original masonry color of the oldest and /or the most historically significant structure or structures as determined by the Historic Preservation Commission. All paint colors will be approved by the this commission prior to execution and a ten foot by ten foot area on the building shall be reviewed by the City of Paris Historic Preservation Officer prior to painting the rest of the structures. Mr. Denney stated this would give us an opportunity to deal with other structures in town that are built in a later period like metal buildings and that type of structure. When those are located on the same campus it could help us have a more cohesive downtown. Mr. Denney gave several examples of structures where this amendment could come into play. Commissioners discussed the proposed addition of this amendment to the Design Guidelines. Motion was made by Ben Vaughan, seconded by Paul Denney to adopt by rule and make an amendment to the Design Standards to allow "Existing exterior brick face or other masonry maybe painted in the historic district in cases where one property owner owns a multi - building campus of connected or adjacent buildings where such buildings where designed and constructed during different time periods and stylistic periods.
