REGULAR MEETING
CITY OF PARIS HISTORIC PRESERVATION COMMISSION
WEDNESDAY, JULY 13, 2011
12:00 O'CLOCK P.M.
1. The Historic Preservation Commission meeting was called to order by Arvin Starrett,
Chairman at 12:00 p.m.
A. The following members were present:
Arvin Starrett, Chairman
Paul Denney, Vice - Chairman
Douglas Cox
Ben Vaughan
Matt Coyle
Nancy Anderson
David Stewart
B. The following members were absent:
None
C. Also present were Jeanna Scott, Historic Preservation Officer; and Cheri Bedford,
Main Street Manager.
2. Consideration of and action on the following Certificate of Appropriateness:
B. 115 South Main Street — Jennifer Bethea, business owner, represented the petition.
Ms. Bethea stated they recently purchased Creative Candy Designs. They will be
reinstalling the awning with a new canvas awning right below the transom
windows. Chairman Starrett asked will it be a tailored rectangle awning, single
color. Matt Coyle stated this canopy will be done by Kevin with Quality Tarps
and Awnings, which is the same person that did the awnings at Peoples Bank,
Vital Beet, and the ones located on South Main Street. Ben Vaughan asked will
the awning clear the side walk by 8 feet. Ms. Bethea stated they will come out
and get accurate measurements prior to installation. Motion was made by Ben
Vaughan, seconded by Matt Coyle to approve the COA subject to the color being
black or brown and the leading edge of the awning clearing the sidewalk eight
feet. Motion carried 7 -0.
C. 102 Lamar Avenue — Candace Mayer, business owner, represented the petition.
Ms. Mayer stated she wants to place an under canopy sign at the front of her
business and it will clear the side walk eight feet. The sign will be an oval not a
rectangle, and the color will be more turquoise than blue. Chairman Starrett
asked will this sign hang perpendicular to the building or longitudinally to the
building, in other words are you proposing it to be placed across the sidewalk
front to back? Ms. Mayer stated yes she will hang it front to back and will come
back for the door signage. Chairman Starrett stated keep in mind that address and
store hours are not computed in the allowable door signage. Motion was made by
Paul Denney, seconded by Douglas Cox to approve the COA. Motion carried 7 -0.
A. 34 Clarksville Street — Greg Wilson- Cheri Bedford, Main Street Manager,
represented the petition. Ms. Bedford stated Greg is proposing to put E Paris
above the door on the window. Motion was made by Ben Vaughan, seconded by
Matt Coyle to approve the COA. Motion carried 7 -0.
3. Discussion and possible action on accepting a bid for the painting of Farmers Market.
Cheri Bedford, Main Street Manager, stated a couple of months ago when I was here to
ask for donations for the grass Paul Denney asked if we had consider painting the
pavilion at Farmers Market and asked for bids for the painting. Ms. Bedford stated there
are two bids attached for your consideration. Chairman Starrett stated without the
balance of the line item the commission will be unable to move on this item. No action
taken.
4. Future agenda items. Item 3 to come back. Discussion item regarding a fly over to
check for water standing on Downtown buildings.
