08/10/2011 MINUTESMINUTES REGULAR MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION WEDNESDAY, AUGUST 10, 2011 12:00 O'CLOCK P.M. 1. The Historic Preservation Commission meeting was called to order by Arvin Starrett, Chairman at 12:00 p.m. A. The following members were present: Arvin Starrett, Chairman Paul Denney, Vice - Chairman Douglas Cox Ben Vaughan Nancy Anderson David Stewart B. The following members were absent: Matt Coyle C. Also present were Jeanna Scott, Historic Preservation Officer; Cheri Bedford, Main Street Manager; and Matt Frierson, City Council Member. 2. Election of Officers: A. Chairman — Motion was made by Paul Denney, seconded by Douglas Cox to nominate Arvin Starrett. Motion carried 5 -0. B. Vice - Chairman — Motion was made by Douglas Cox, seconded by Nancy Anderson to nominate Paul Denney. Motion carried 5 -0. C. Secretary — Motion was made by Paul Denney, seconded by Douglas Cox to nominate Ben Vaughan. Motion carried 5 -0. 3. Approve previous meeting minutes. (July 13, 2011; July 25, 2011; August 1, 2011) Motion was made by Ben Vaughan, seconded by Nancy Anderson to approve the meeting minutes for July 13, 2011, July 25, 2011 and August 1, 2011. Motion carried 6- 0. 4. Consideration of and action on the following Certificate of Appropriateness: A. 15 North Main Street — Janet Green, business owner presented the petition. Ms. Green stated they are proposing an under canopy sign that will feature their logo, which is a goose. The sign will clear the ground by 8 feet and be placed directly in front of the main entrance. Motion was made by Ben Vaughan, seconded by Paul Denney to approve the COA. Motion carried 6 -0. -- CONSENT AGENDA— [Items appearing on this consent agenda may be approved by a single vote of the Commission, with such approval applicable to all items appearing on said agenda. If any Commission member desires to discuss and consider separately any item appearing on the consent agenda, that Commission member may do so by requesting that the item be removed from the consent agenda and considered as a separate item.] 6. Discussion of and possible action regarding the following structures considered by code inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures, " to determine whether such buildings or structures can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris: A. 1349 8`h Street S.E. B. 510 E. Neagle C. 1046 6`h Street S.E. D. 1036 6`h Street S.E. E. 830 E. Washington F. 840 E. Hearon G. 1214 W. Kaufman H. 1356 W. Kaufman I. 1381 W. Kaufman J. 1626 W. Austin K. 207 W Shiloh L. 503 W. Washington M. 15130' Street N.E. Paul Denney requested items 6F, 6H and 6L be pulled for discussion. Motion was made by Paul Denney, seconded by Ben Vaughan to send Items 6A, 613, 6C, 61), 6E, 6G, 6I, 6J, 6K and 6M to the Building and Standards Commission for demolition since they cannot be rehabilitated nor do they have significant historical value. Motion carried 6 -0. Robert Talley, Code Enforcement Supervisor stated that item 617- 840 Hearon has two fences with one of them clearly in the right of way; by ordinance code enforcement can remove the fence that is in the right of way. The property has had numerous complaints of a foul odor coming from this house. The odor is coming from several dogs that are located on the property which are living in and under this house. Mr. Talley further reported on 6H -1356 Kaufman Street, property owner lives in California. Neighbors are complaining about people breaking into the house at night. The house itself is starting to sink, code enforcement has secured this property over and over and the owner is not interested in saving the property. Mr. Talley further reported on 6L -503 West Washington, property owner is in county jail. The house is dangerous, it is collapsing, and the roofing is falling in on it. Furthermore, the west wall is in danger of collapsing. Motion was made by Paul Denney, seconded by Ben Vaughan to send Item 6F to the Building Standards Commission for demolition since it cannot be rehabilitated nor does it have significant historical value. Motion carried 6 -0. Motion was made by Ben Vaughan, seconded by Nancy Anderson to send Item 6H to the Building Standards Commission for demolition since it cannot be rehabilitated nor does it have significant historical value. Motion carried 6 -0. Motion was made by Paul Denney, seconded by Nancy Anderson to send Item 6L to the Building Standards Commission for repair only. Motion carried 6 -0. 7. Discussion of and possible action regarding the following structure considered by code inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures, " to determine whether such building or structure currently located within the city's historic district has special historic significance and should be protected from demolition and recommended for rehabilitation and repair being located at 37 Clarksville Street. Robert Talley, Code Enforcement Supervisor, made a report to the commission. Mr. Talley stated code enforcement has the support of Fire Marshall regarding this property. Cheri Bedford also stated that when they needed into the building for the sidewalk grant they were told by Mr. Faber that the basement was full of water. Mr. Talley further stated that first and foremost he needs to fix the roof and repair the windows. Motion was made by Paul Denney, seconded by Douglas Cox to send this item to the Building and Standards Commission for repair only. Motion carried 6 -0. 5. Discussion of and possible action on requesting the City Council allow additional funds be budgeted to hire someone to photographic /document the status of the Historical Downtown building roofs. Chairman Starrett stated this would consist of an aerial fly over every two years for examination of the downtown roofs and get photos of each. Depending on the cost this commission could take it out of Historic Preservation Commission line item. Commissioners requested staff to get further information and cost estimates and bring back on a future agenda. No action taken. 8. Future agenda items. Demo by Neglect, and item 5. 9.
