REGULAR MEETING
CITY OF PARIS HISTORIC PRESERVATION COMMISSION
WEDNESDAY, MARCH 10, 2010
12:00 O'CLOCK P.M.
1. The Historic Preservation Commission meeting was called to order by Arvin Starrett, Chairman at
12:00 p.m.
A. The following members were present:
Arvin Starrett, Chairman
Paul Denney, Vice - Chairman
Douglas Cox
Ben Vaughan
Jerry Raper
Matt Coyle
B. The following members were absent:
Susan Scholz, Secretary
C. Also present was Jeanna Scott, City Staff.
2. Approval of minutes fi°om previous minutes. (February 22, 2010)
Motion was made by Ben Vaughan, seconded by Matt Coyle to approve the minutes for the
February 22, 2010 meeting. Motion carried 6 -0.
3. Consideration of and action on the following Certificates o f Appropriateness:
A. 34 Clarksville Street — Alex Pickering, Scott's Custom Signs, presented the petition. Ms.
Pickering stated they are placing main name on the building advertising the Hometown Web
Media; the actual sign will be smaller than the picture. The sign can be lit up because of the
translucent lighting behind it. They are not proposing to add in additional lighting, the
lighting is existing in the building. Motion was made by Paul Denney, seconded by Ben
Vaughan to approve the COA. Motion carried 6 -0.
B. 824 South Main Street — Diana Zablosky presented the petition. Ms. Zablosky stated she
needs a glass storm door to protect the original door on the house. She is proposing a solid
glass door with black frame. Motion was made by Ben Vaughan, seconded by Matt Coyle
to approve the COA. Motion carried 6 -0.
Motion was made by Paul Denney, seconded by Douglas Cox to recuse Ben Vaughan from item 4.
Motion carried 5 -0.
4. Public hearing, consideration of, and action on the application for a demolition permit by Ben M.
Vaughan for the structure located at 1016 Church Street.
Public hearing was declared open.
The following individual spoke in favor of the petition.
Ben Vaughan, 1225 20th Street S.E., Mr. Vaughan spoke in favor of the petition, proposing to
remove dilapidated garage and chicken coop.
No one spoke in opposition.
Public hearing was declared closed.
Motion was made by Jerry Raper, seconded by Matt Coyle to approve the COA. Motion carried 5-
0.

to discuss and consider separately any item appearing on the consent agenda, that Commission
member may do so by requesting that the item be removed from the consent agenda and considered

S. Discussion of and possible action regarding the following structures considered by code inspectors
to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris,
Texas, entitled "Substandard and Dangerous Buildings and Structures, " to determine whether such
buildings or structures can be rehabilitated and designated on the National Register of Historic
Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City
Council of the City of Paris:
A. 1204 E. Polk
B. 86413`h Street S. E.
C. 516 4`h Street N. W.
D. 846 West Cherry
E. 615 Grand Avenue
Motion was made by Paul Denney, seconded by Matt Coyle to send all structures to the Building
and Standards Commission for demolition since they cannot be rehabilitated nor do they have
significant historical value. Motion carried 6 -0.
