REGULAR MEETING
CITY OF PARIS HISTORIC PRESERVATION COMMISSION
WEDNESDAY, APRIL 14, 201.0
12:00 O'CLOCK P.M.
The Historic Preservation Commission meeting was called to order by Arvin Starrett, Chairman at
12:00 p.m.
A. The following members were present:
Arvin Starrett, Chairman
Paul Denney, Vice - Chairman
Douglas Cox
Ben Vaughan
Jerry Raper
Matt Coyle
B. The following members were absent:
Susan Scholz, Secretary
C. Also present was Jeanna Scott, City Staff.
2. Approval of minutes. from previous minutes. (March 22, 2010)
Motion was made by Matt Coyle, seconded by Paul Denney to approve the minutes for the March
22, 2010 meeting. Motion carried 6 -0.
3. Consideration of and action on the.following Certificates of Appropriateness:
A. 250 and 265 South Main Street – Gibraltar Hotel – Fence Color – Britin Bostick, 222 E.
Hickory, presented the petition. Ms. Bostick stated received approval to add a fence to the
properties. The approved color for the fence was black; they are proposing to change the
color from black to a grayish green. Motion was made by Ben Vaughan, seconded by Paul.
Denney to approve the COA. Motion carried 6 -0.
B. 265 South Main Street – Gibraltar Hotel – Withdrawn by petitioner.
4. Consideration of and action on the following Fagade Grant:
A. 110, 112, 114, 116 and 118 Clarksville Street – Andy and Nancy Anderson – Motion was
made by Ben Vaughan, seconded by Paul Denney to approve the fagade grant in the amount
of $327.90. Motion carried 6 -0.

to discuss and consider- separately any item appearing on the consent agenda, that Commission
member may do so by requesting that the item be removed from the consent agenda and considered
as a separate item.]
Discussion of and possible action regarding the following structures considered by code inspectors
to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris,
Texas, entitled "Substandard and Dangerous Buildings and Structures, " to determine whether such
buildings or structures can be rehabilitated and designated on the National Register- of Historic
Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City
Council of the City of Paris:
A. 835 East Polk
B. 1818 West Henderson
C. 1365 Graham
D. 127518`" Street N. W.
E. 4712th Street S. E.
Motion was made by Paul Denney, seconded by Douglas Cox to send all structures to the Building
and Standards Commission for demolition since they cannot be rehabilitated nor do they have
significant historical value. Motion carried 6 -0.
6 Discussion of and possible action on recommendations from the sub - committee on Historic
Preservation handouts for the public. Matt Coyle presented a rough draft of the proposed handout.
Mr. Coyle further requested feedback from commissioners regarding information the handout
should or should not contain. Proposing a contact person placed on the brochure either with the
City of Paris or the commission, in case an individual had questions. The decision was made to
place the City of Paris as contact point, because the commission members change. Commission
approved the handout.
7. Discussion of and possible action on comparative language of the Design Guidelines on signage
versus the Sign Ordinance. Ben Vaughan addressed commission regarding the sign ordinance and
conflicts with Design Guidelines. Commissioners requested Mr. Vaughan come back at the next
meeting with changes that need to be made.
8. Request items for future agendas. Sign ordinance vs. design guidelines.
