REGULAR MEETING
CITY OF PARIS HISTORIC PRESERVATION COMMISSION
WEDNESDAY, JULY 14, 2010
12:00 O'CLOCK P.M.
1. The Historic Preservation Commission meeting was called to order by Arvin Starrett, Chairman at
12:00 p.m.
A. The following members were present:

Matt Coyle (Arrived 12:15 pm)
Paul Denney, Vice - Chairman
Jerry Raper
Ben Vaughan
B. The following members were absent:
None
C. Also present were Jeanna Scott, City Staff; Cheri Bedford Main Street Coordinator; and
Rhonda Rogers, City Council person.
2. Consideration of and action on the following Certificate of Appropriateness:
A. 965 1St Street S W. — Bail One — Alex Pickering, Scott's Custom Signs presented petition.
Ms. Pickering stated owner wants phone number visible to jail across the street. Ms.
Pickering requested commissioners approve the petition even if they had to lower the square
footage. Owner is anxious to get sign up. Motion was made by Paul Denney, seconded by
Susan Scholz to approve the window signage as presented, and approve the attached sign
with a reduction in size to 4 X 8. Motion carried 6 -0. Ben Vaughan abstained.
B. 222 Clarksville Street — David Norris, owner of Modern Autobody presented petition. Mr.
Norris stated the size of the building supports the size of the sign. The letters are individual
letters that will attach directly to the existing fagade of the building. The sign will not be
framed out. The proposed sign for the side of the building is for the traffic on Clarksville
and the top drawing on the application is the preferred choice. The total square foot of the
side painted sign is 24 square feet on a 216 foot fagade. The commissioners requested Mr.
Norris come back with a different arrangement to come in under the allowable signage for
the west side sign.
Motion was made by Ben Vaughan, seconded by Paul Denney to approve the attached sign
on the north side facade only. Motion carried 7 -0.
3. Discussion of and possible action regarding the following structures considered by code inspectors
to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, .Paris,
Texas, entitled "Substandard and Dangerous Buildings and Structures, " to determine whether such
buildings or structures can be rehabilitated and designated on the National Register of Historic
Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City
Council of the City of Paris

Motion was made by Ben Vaughan, seconded by Susan Scholz to pull item 3X and 3Y and send all
other structures to the Building and Standards Commission for demolition since they cannot be
rehabilitated nor do they have significant historical value. Motion carried 7 -0.
4. Report, discussion and possible action on the final copy of the brochure, for the Historic District.
Matt Coyle made final recommendation for brochure to the commissioners. Motion was made by
Susan Scholz, seconded by Jerry Raper to allow City Staff to approve minor changes and to go to
publisher. Motion carried 7 -0.
5. Request items. for, future agendas. Fagade grant procedures. Report from Main Street Board by
Matt Coyle.
6. Meeting adjourned at 12:38 p.m.
