08/23/2010 MINUTESMINUTES SPECIAL MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION MONDAY, AUGUST 23, 2010 4:00 O'CLOCK P.M. The Historic Preservation Commission meeting was called to order by Arvin Starrett, Chairman at 4:01 p.m. A. The following members were present: Arvin Starrett, Chairman Douglas Cox Ben Vaughan Susan Scholz, Secretary Paul Denney, Vice - Chairman B. The following members were absent: Jerry Raper Matt Coyle C. Also present were Jeanna Scott, City Staff; Robert Talley, Code Enforcement Supervisor; and Rhonda Rogers, City Council Member. 2. Approval of minutes.from previous minutes. (August 11, 2010) Motion was made by Ben. Vaughan, seconded by Susan Scholz to approve the minutes with corrections to item 3b. Motion carried 5 -0. — CONSENT AGENDA— [Items appearing on this consent agenda may be approved by a single vote .of the Commission, with such approval applicable to all items appearing on said agenda. If any Commission member desires to discuss and consider- separately any item appearing on the consent agenda, that Commission member may do so by requesting that the item be removed, from the consent agenda and considered as a separate item.] 3. Discussion of and possible action regarding the, following structures considered by code inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures, " to determine whether such buildings or structures can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as Historic property as designated by the Citv Council of the Cio) of Paris: A. 512 West Kaufman B. 1215 Bonham C. 525 20`j' Street N. TV. D. 2075 Park- Street E. 1246 West Cherry F. 301 Bonham Street G. 347 Bonham Street H. 1301 Clarksville Street Commissioners pulled item 3F and 3G for discussion. Commission needs clarification on wording of agenda item regarding already designated historical structures from the City Attorney. Motion was made by Susan Scholz, seconded by Paul Denney, to send all structures except Item 3F and 3G to the Building and Standards Commission for demolition since it cannot be rehabilitated nor does it have significant historical value. Motion carried 5 -0. 4. Discussion of and possible action on approving a standard streetlight fixture to be used within the Historic District. Commissioners discussed the approval of a standard streetlight fixture. The general consensus of the cormnission is the proposed Oncor fixture would be more appropriate and cost effective for the residential district. The proposed residential streetlights will border on the northern side up to Kaufinan and Sherman Street. Motion was made by Douglas Cox, seconded by Susan Scholz to approve the Oncor streetlight fixture as a standard for the residential historic district. Motion carried 5 -0. 5. Future agenda items. 7.
