09/08/2010 MINUTESMINUTES REGULAR MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION WEDNESDAY, SEPTEMBER 8, 2010 12:00 O'CLOCK P.M. The Historic Preservation Commission meeting was called to order by Paul Denney, Vice Chairman at 12:10 p.m. A. The following members were present: Paul Denney, Vice - Chairman Douglas Cox Ben Vaughan Jerry Raper B. The following members were absent: Matt Coyle Arvin Starrett, Chairman Susan Scholz, Secretary C. Also present were Jeanna Scott, City Staff; Cheri Bedford, Main Street Coordinator; and Robert Talley, Code Enforcement Supervisor. 2. Approval of minutes, f •om previous minutes. (August 23, 2010) Motion was made by Ben Vaughan, seconded by Jerry Raper to approve the minutes for the August 23, 2010 meeting. Motion carried 4 -0. 3. Consideration of and action on the following Certificate of Appropriateness: A. 574 Church Street — Jeanna Scott, City Staff presented the petition to the commission. Motion was made by Douglas Cox, seconded by Jerry Raper to approve the COA. Motion carried 4 -0. 4. Discussion of and possible action regarding the, following structure considered by code inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures, " to determine whether such building or structure currently located within the city's historic district has special historic significance and should be protected from demolition and recommended for rehabilitation and repair being located at 301 Bonham Street. Commissioners discussed the possibility of this property being rehabilitated. The general consensus of the commission is this property is too far gone to be rehabbed. Motion was made by Douglas Cox, seconded by Jerry Raper to send property to the Building and Standards for demolition since it cannot be rehabilitated. Motion carried 4 -0. Discussion of and possible action regarding the following structure considered by code inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the Cith of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures, " to determine whether such building or structure currently located within the city's historic district has special historic significance and should be protected from demolition and recommended_ for rehabilitation and repair being located at 347 Bonham Street. Commissioners discussed the possibility of this property being rehabilitated. Douglas Cox asked if the property owners had been contacted. Robert Talley, Code Enforcement Supervisor stated he had been in touch with the property owner and it was his opinion that they are willing to rehab the property. Motion was made by Ben Vaughan, seconded by Douglas Cox to send this property to the Building and Standards Commission for repair only. Motion carried 4 -0. 6. Discussion of and possible action regarding the,following structure considered by code inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures, " to determine whether such building or structure currently located within the city's historic district has special historic significance and should be protected from demolition and recommended, for rehabilitation and repair being located at 260 South Main Street. Robert Talley stated this property is located directly across from the Gibraltar Hotel. He wants to get this to Building and Standards to get an order to force the owner to repair the roof. The building is structurally sound and could be easily repaired. Paul Denney asked if the City of Paris has gotten an administrative order to go into the building and see what kind of roof is on the building. Robert Talley stated no they have not. Motion was made by Douglas Cox, seconded by Jerry Raper to send this property to the Building and Standards Commission for repair only. Motion carried 4 -0. 7. Future agenda items.
