12/08/2010 MINUTESMINUTES SPECIAL MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION WEDNESDAY DECEMBER 8 2010 12:00 O'CLOCK P.M. I. The Historic Preservation Commission meeting was called to order by Arvin Starrett, Chairman at 12:01 p.m. A. The following members were present: Arvin Starrett, Chairman Douglas Cox Ben Vaughan Paul Denney, Vice- Chainnan B. The following members were absent: Susan Scholz, Secretary Matt Coyle C. Also present were Jeanna Scott, City Staff; Zachary Branch, Ex- Officio; Cheri Bedford, Main Street Coordinator; and Rhonda Rogers, City Council Member. 2. Approval of minutes from previous minutes. (November 22, 2010) Motion was made by Ben Vaughan, seconded by Paul Denney to approve the minutes for the November 22, 2010. Motion carried 5 -0. 3. Consideration of and action on the following Certificate of Appropriateness: A. 110 Clarksville — Chic Hair Studio — Brooke Hayes presented the petition. Ms. Hayes stated they want to place a vinyl sign on the door. Motion was made by Ben Vaughan, seconded by Paul Denney to approve the COA. Motion carried 5 -0. Motion was made by Paul Denney, seconded by Douglas Cox to recuse Ben Vaughan. Motion carried 4 -0. B. 801 Church Street — Ben Vaughan — Kay Burkhart property owner presented the petition. Mrs. Burkhart stated porch is in much need of repair. They are proposing to remove the brick columns which have been added and replace with wood columns typical to an arts and crafts style home. Ms. Burkhart further stated they will be replacing a screened in front porch area that was original, they want to fence in the ac unit to make it look better. The screened porch will be only in the indention area near the front bedroom. Motion was made by Jerry Raper, seconded by Douglas Cox to approve the COA as presented. Motion was made by Douglas Cox, seconded by Jerry Raper to return Ben Vaughan to the meeting. Motion carried 4 -0. C. 222 Clarksville Street — Janet Green — David Norris presented the petition. Mr. Norris stated originally proposed painted sign on west side of the building, need to change wording, being approached by people for various services and no one does not know what they are truly doing at the location. The size of the letters will be unchanged from the original petition. Motion was made by Ben Vaughan, seconded by Paul Denney to approve the COA. Motion carried 5 -0. 4. Report, discussion and possible action on the findings of the sub - committee regarding the sign ordinance and the Historic District. Ben Vaughan presented commissioners with a handout stating possible amendments to the ordinances and standards regarding signage in the historic district. Mr. Vaughan reviewed the handout with commissioners. Refer to Exhibit A. City staff to go thru sign ordinance and bring back findings to commission. 5. Report, discussion and possible action on the findings of the sub - committee regarding the revisions of'the Certificate of'Appropriateness. No Report. 6. Future agenda items. Possible change to Design Guidelines by Paul Denney regarding painting the exterior of masonry buildings. 7. Meeting adjourned at 12:40 p.m. APPROVED THIS 12" DAY OF JANUARY, 20 n Starrett, Chairman 12.06.2010 Possible Amendments to the Ordinances and Standards Regarding Signage in the HD. Signs are defined in general by Ordinance 2008 -021, Chapter 28: Signs and Billboards. Further definitions can be found in the Design Standards for the HD, p 73 — 78. 1. Computational formula to determine allowable area for attached signs in the HD: The formula for computing allowable signage in the HD is 36 sq in (6 "x6 ") per. lineal foot of facade, or .25 sq ft per lineal foot. Many store fronts in the D -HD have less than 20 lineal feet of facade. By rule, a 20 Lft facade limits that business to five (5) sq ft (3'x2') for total signage on that facade. Recommendation: A. Maintain the present computational formula for allowable attached signage only. Exempt under- canopy, blade, and A -frame signs from the present formula. 2. A -Frame signs: Amend the Ordinance and Standards similar to the fa Dwebsite An A -frame sign may be a temporary sign, or a permanent, but oign that may include a business name, logo, hours of operation, telephone numbe address. A -frame signs shall be exempt from the computational formula for attached signage, and A -frame signs shall be permitted in addition to any attached signage. The maximum area of an A -frame sign shall be 12 sq ft per side or 24 sq ft total. The maximum height of an A -frame sign shall be four feet (4' 0 "), and the maximum width shall be three feet (3' 0 "). All borders, bracing and support structures shall be included when computing the area of an A -frame sign. Any application for a COA or a permit for an A -frame sign must be accompanied by current drawings or photographs of the proposed location, indicating the actual width of any sidewalk, measured from the back of the curb to the building facade, and any obstructions in the sidewalk. A -frame signs must be located a minimum of three feet from the back of any curb of any adjacent street, must be placed on a sidewalk or adjacent to a sidewalk, must provide an unobstructed pedestrian clearance of at least four feet in width, shall not be placed in any manner to interfere with vehicular traffic or cause a hazard, shall not be placed in any median, and shall not be placed within a utility or right -of -way easement. Permanent, but portable, A -frame signs shall be permitted subject to the same fee: structure regulating attached signs. EXHIBIT "A" 3. Under -canopy and Blade signs: Amend the Ordinances and Standards similar to the following: Under -canopy signs shall be permitted up to 12" deep and one foot shorter than the canopy to which they are attached. Blade signs shall not extend further than one foot behind the back of any curb. The area of under -canopy and blade signs shall include all borders. Any bracing and support structures shall not be included in figuring the area. The current eight -foot minimum clearance from the sidewalk surface to the bottom edge of any under -canopy or blade sign shall be maintained. Any under -canopy and blade signs shall be exempt from the computational formula for attached signage, and under - canopy and blade signs shall be permitted in addition to any attached signage.
