SPECIAL MEETING
CITY OF PARIS HISTORIC PRESERVATION COMMISSION
FRIDAY, NOVEMBER 13, 2009
12:00 O'CLOCK P.M.
1. The Historic Preservation Commission meeting was called to order by Arvin Starrett,
Chairman.
A. The following members were present:
Arvin Starrett, Chairman
Paul Denney, Vice - Chairman
Douglas Cox
Ben Vaughan
Jerry Raper
Matt Coyle
B. The following members were absent:
Susan Scholz, Secretary
C. Also present was Shawn Napier, Historic Preservation Officer.
2. Approval of minutes from previous meetings. (October 26, 2009)
Motion was made by Ben Vaughan, seconded by Jerry Raper to approve the minutes with
corrections for the October 26, 2009 meeting. Motion carried 6 -0.
3. Consideration of and action on the following Certificates of Appropriateness:
A. 118 1 S` Street S.E. — Scott's Custom Signs — Commissioners discussed the second
portion of the request for a COA for signage. Ben Vaughan stated Design Guidelines
indicated businesses may have one major sign and one minor sign. Commissioners
discussed the option of utilizing the other entrance to the business. Paul Denney
stated he had no problem approving a COA to move the signs to the other entrance,
since they are two completely different addresses. Motion was made by Ben.
Vaughan, seconded by Jerry Raper to deny the signs on the door and along the panels.
Motion carried 6 -0. Gary Brown asked to speak on behalf of the petition stating we
must make exceptions to the property owners of businesses downtown. Mr. Brown
stated he is trying to get businesses to come downtown and the strict compliance is
hurting businesses. Alex with Scott's Custom Signs stated the Design Guideline
standards of one major sign and one minor sign will hurt businesses coming into
downtown.
B. 265 South Main Street — Gibraltar Hotel — Britin Bostick — Ms. Bostick presented the
petition. Ms. Bostick stated they would like to restore the facade and clean up the
area to make it look better to the public. It is their goal to clean up around the Main
Street area. Ms. Bostick further stated they would also be placing a fence around the
perimeter for security. The fence will be wrought iron and at this time black in color,
however, they may come back to the commission to change the color of the fence.
Motion was made by Paul Denny, seconded by Ben Vaughan to approve the COA for
the restoration of the fagade and fence as presented. Motion carried 6 -0.
C. 562 1 s` Street S. W. —Terry Rogers — Commissioners discussed petition. Motion was
made by Ben Vaughan, seconded by Matt Coyle to approve the COA. Motion carried
6 -0.
4. Discussion of and possible action on uses of holiday lighting in Downtown.
Commissioners discussed uses of holiday lighting. No action taken.
Request items for future agendas. Recommendation to BSC concerning the repair of the
Better Rest property, the property directly south of the Texas Furniture on Bonham, and
the property located west of Back in Time on Grand Avenue. Need ideas for handouts
on presentation to MLS and Paris Downtown Association on the role of HPC in regards
to Downtown.
