10/26/2009 MINUTESMINUTES REGULAR MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION MONDAY, OCTOBER 26, 2009 4:00 O'CLOCK P.M. 1. The Historic Preservation Commission meeting was called to order by Arvin Starrett, Chairman. A. The following members were present: Arvin Starrett, Chairman Paul Denney, Vice - Chairman Douglas Cox Ben Vaughan Jerry Raper B. The following members were absent: Matt Coyle Susan Scholz, Secretary C. Also present was Shawn Napier, Historic Preservation Officer. 2. Approval of minutes from previous meetings. (October 14, 2009) Motion was made by Ben Vaughan, seconded by Jerry Raper to approve the minutes for the October 14, 2009 meeting. Motion carried 5 -0. 3. Consideration of and action on the following Certificates of Appropriateness: A. 101 Grand Avenue — David Ford — Mr. Ford presented the petition. Motion was made by Douglas Cox, seconded by Jerry Raper to approve the COA. Motion carried 5 -0. B. 32 Clarksville Street — Scotts Custom Signs — Alex with Scott's Custom Signs presented the petition. Motion was made by Paul Denney, seconded by Jerry Raper to approve the COA. Motion carried 5 -0. C. 112 Clarksville Street — Scott's Custom Signs — Alex with Scott's Custom Signs presented the petition. Motion was made by Ben Vaughan, seconded by Paul Denney to approve the COA. Motion carried 5 -0. D. 36 Clarksville Street — Scotts Custom Signs — Alex with Scott's Custom Signs presented the petition. Motion was made by Jerry Raper, seconded by Douglas Cox to approve the COA. Motion carried 5 -0. E. 118 IS' Street S.E. — Scott's Custom Signs — Alex with Scott's Custom Signs presented the petition. Commissioners discussed. Motion was made by Ben. Vaughan, seconded by Douglas Cox to table this item. Motion carried 5 -0. Motion was made by Paul Denney, seconded by Jerry Raper to remove this item from the table. Motion carried 5 -0. Motion was made by Ben Vaughan, seconded by Paul Denney to approve the sign above the door only. Motion carried 5 -0. F. 4071 S' Street S. W. — Mary Ann Campbell — Ms. Campbell presented the petition. Motion was made by Paul Denney, seconded by Jerry Raper to approve the COA as presented. Motion carried 5 -0. 4. Discussion of and possible action on the preservation of Historic Signs in relation to the Sign Ordinance. Commissioners discussed preservation of Historic Signs in relation to the Sign Ordinance. No action taken. 5. Discussion of and possible action on uses of holiday lighting in Downtown. Commissioners discussed uses of holiday lighting. No action taken. 6. Report, discussion and possible action on repair or demolition by neglect process in the Historic District by Robert Talley. Robert Talley, Code Enforcement Officer made report to Commissioners. 7.
