REGULAR MEETING
CITY OF PARIS HISTORIC PRESERVATION COMMISSION
WEDNESDAY, SEPTEMBER 9, 2009
12:00 O'CLOCK P.M.
l . The Historic Preservation Commission meeting was called to order by Arvin Starrett,
Chairman.
A. The following members were present:
Arvin Starrett, Chairman
Paul Denney, Vice- Chairman
Douglas Cox
Ben Vaughan
B. The following members were absent:
Jerry Raper
Matt Coyle
Susan Scholz, Secretary
C. Also present was Robert Talley, Code Enforcement Officer, Kevin Kear, City
Council person, and Jeanna Scott, City Staff.
2. Approval of minutes from previous meetings. (August 24, 2009)
Motion was made by Ben Vaughan, seconded by Douglas Cox to approve the minutes for
the August 24, 2009 meeting. Motion carried 4 -0.
3. Report and discussion on demolition by neglect citations issued to property owners in the
Historic District by Robert Talley, Code Enforcement Officer.
Robert Talley gave report to commissioners. Commissioners requested Kevin Carruth
and Kent McIlyar be present at the next meeting to answer questions. Commissioners
further requested a monthly report from Robert Talley.
4. Discussion of and possible action on approval of the Design Guidelines.
Commissioners reviewed the Design Guidelines. Motion was made by Paul Denney,
seconded by Ben Vaughan to approve the Design Guidelines pending corrections.
Motion carried 4 -0.
S. Discussion of and possible action regarding the following structures considered by code
inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the
City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and
Structures, " to determine whether such buildings or structures can be rehabilitated and
designated on the National Register of Historic Places, as a recorded Texas Historic
Landmark, or as historic property as designated by the City Council of the City of Paris:
A. 500 East Hickory; Lot 11, Block 1, Booth Addition
B. 209 East Center; Lot S, Block 20, Fairview Addition
C. 1126 East Houston; Lot 8-A, City Block 32 -C
D. 949 121h Street S.E.; Lot 19, Block 1, Gibbons - Braden Addition
E. 423 East Neagle; Lot 7 and 8, Block 3, Neagle Addition
F. 1690 West Shiloh; Lot I5 -16, Block 5, Colonial Addition
G. 1730 West Walker; Lot 4, Block-1, Colonial Addition
Motion was made by Ben Vaughan, seconded by Paul Denney, to send all structures to
the Building and Standards Commission for demolition since they cannot be rehabilitated
nor do they have significant historical value. Motion carried 4 -0.
6 Receipt of report from Historic Preservation Off cer.
Jeanna Scott reported to the Commission.
7. Request items for future agendas. Meeting with City Manager and City Attorney
regarding enforcement of ordinance governing the repair and demolition of Historic
Structures. Historic signs and their preservation.
8. The meeting adjourned at 1:24 p.m.
