1. The Historic Preservation Commission meeting was called to order by
Chairman Arvin Starrett.
A. The following members were present:

The following members were absent:

B. Also presentwas Lisa A. Wright, Historic Preservation Officer, and Kent
Mcllyar, City Attorney.
2. Approval of- minutes from previous meetings. Motion made by Brian Wear,
seconded by Susan Scholz, to approve the minutes with corrections for
January 29, 2007, February 14, 2007, and March 5, 2007. Motion carried 7 -0.
3. Consideration of and action on renewing the Certificate of Appropriateness
for 124 N. Main Street (Paul Denney). Motion made by Brian Wear, seconded
by Susan Scholz, to recuse Paul Denney. Motion carried 6 -0.
Paul Denney stated that he is requesting a one year extension on temporary
blanker panels. He stated it will take longer than originally thought, because
conditions were worse and it's costing more than originally planned for.
Motion made by Pike Burkhart, seconded by Susan Scholz, to approve the
extension. Motion carried 6 -0.
Motion made by Brian Wear, seconded by Susan Scholz, to bring Paul Denney
back into the meeting. Motion carried 6 -0.

4. Consideration of and action on the following Certificates of Appropriateness:
A. 574 Church Street - Judy Schaffer by Steven Asay, Contractor - Steven
Asay stated he is proposing to replace aluminum windows with vinyl
windows. The vinyl window will be 1/1, equally divided. Mr. Asay is
also seeking approval of the door on the balcony. Motion was made to
approve the COA by Brian Wear, seconded by Susan Scholz. Motion
carried 7 -0.
B. 575 Church Street - Fred A. Roy - Lisa Wright explained that Mrs. Roy
originally submitted a metal building, but she advised her that this
would not be an appropriate material in the District. She recommended
to Mrs. Roy a wooden structure that was side - gabled like her house,
with roof materials and color to match the house, and Mrs. Roy said
that was acceptable to her. Motion made to approve COA in the form
modified by agreement with Mrs. Roy by Paul Denney, seconded by
Susan Scholz. Motion carried 7 -0.
C. 902 S. Main Street - Living Word Pentecostal Church by Tiny Freelin -
Tiny Freelin, Pastor of Living Word Pentecostal Church, stated they
want to paint the brick, replace the fascia board, repair mortar, install
lighting on a sign, and replace gutters. The church was built in 1946.
Commissioners state design standards does not allow painting brick
unless it has already been painted. The Church can repaint the mortar.
Color mortar on front to be replaced and wood trim to be painted.
Motion was made to approve COA conditionally, all but brick painting
by Pike Burkhart, seconded by Susan Scholz. Motion carried 7 -0.
D. 410 W. Kaufman Street - First Presbyterian Church by David House,
Trustee - Lisa Wright stated they have agreed to shingle the roof with
composition shingles similar to those on the church. Motion was made
by Pike Burkhart to approve COA with the condition that the material be
similar to that on the church with the appropriate pitch, seconded by
Paul Denney. Motion carried 7 -0.
E. 118 1st Street S.E. - Heather Burchinal - Motion was made to approve
COA by Ann Rogers, seconded by Susan Scholz. Motion carried 7 -0.

5. Consideration of and action on recommending approval of the following
request for tax exemption:
A. 208 S. Main Street - Pat Crabtree - Motion was made to approve tax
exemption by Paul Denney, seconded by Susan Scholz. Motion carried
7 -0.
6. Discussion of and possible action regarding the following structures
considered by code inspectors to be in violation of Article ll/ of Chapter 7 of
the Code of Ordinances of the City of Paris, Paris, Texas, entitled
"Substandard and Dangerous Buildings and Structures," to determine
whether such buildings or structures can be rehabilitated and designated on
the National Register of Historic Places, as a recorded Texas Historic
Landmark, or as historic property as designated by the City Council of the
City of Paris:
A. 930 Conner
B. 63 9th Street N.W.
C. 906 Dickson
D. 716 W. Garrett
E. 1520 10th Street N.W.
F. 2600 block of 18th Street N.W.
G. 2526 19th Street N. W.
H. 2708 19th Street N. W.
1. 1305 E. Grove Street
Motion was made by Paul Burkhart, seconded by Brian Wear, to send all to the
Building and Standards Commission for demolition since they cannot be
rehabilitated nor do they have significant historical value. Motion carried 7 -0.
7. Receive draft and set special meeting for workshop to review Design
Standards. The consensus of the Commission was to add the workshop at
the end of the regular meeting on the 26th and change locations if necessary
since there is a Council meeting that night.

8. Convene in Executive Session pursuant to Section 551.071 of the Texas
Government Code, Consultation with Attorney, to receive advice of legal
counsel pertaining to pending or possible litigation and to receive advice of
legal counsel pursuant to the duty of an attorney to his client under the Texas
Disciplinary Rules of Professional Conduct of the State Bar of Texas,
regarding the following matter:
A. Billy C. Brown v. The City of Paris, Paris Historic Preservation
Commission, and Thomas E. Haynes; Civil Action No. 4:04 -CV81, United
States District Court of the Eastern District of Texas, Sherman Division.
Motion was made by Pike Burkhart, seconded by Susan Scholz, to convene
into executive session at 12:38 p.m. Motion carried 7 -0.
Motion was made by Paul Denney, seconded by Susan Scholz, to reconvene
in open session at 12:47 p.m. Motion carried 7 -0.
9. Receipt of report from the Historic Preservation Officer. The HPO handed out
a report.
10. Request items for future agendas. There were none.
11. The meeting adjourned at 12:47 p.m.
