01/29/2007 MINUTESMINUTES SPECIAL MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION CITY OF PARIS CITY HALL CITY COUNCIL CHAMBERS 107 E. KAUFMAN STREET PARIS, TEXAS MONDAY, JANUARY 29, 2007 4:00 O'CLOCK P.M. 1. The Historic Preservation Commission meeting was called to order by Chairman Arvin Starrett at 4:00 P.M. A. The following members were present: Arvin Starrett, Chairman Nancy Partridge Sharon Nabors Susan Scholz Ann Rogers Paul Denney Alternate: Brian Wear The following members were absent: Pike Burkhart Alternate: Vanessa Preston B. Also present was Lisa Wright, Historic Preservation Officer, and Bethany Golden, Main Street Manager. 2. Approval of minutes from previous meetings. Motion made by Brain Wear, seconded by Susan Scholz, to approve the minutes for January 10, 2007. Motion carried 7 -0. 3. Consideration of and action on the following Certificates ofAppropriateness: A. 29 E. Plaza - Paris Prom and Bridal - Alex Pickering stated that the small sign will go underneath the awning which will still allow for the eight foot of clearance that is required. The main sign will be placed above the awning. This is along the same lines as the signs at Michelle's Crafts. Motion was made to approve the COA by Paul Denney, seconded by Ann Rogers. Motion carried 7 -0. January 29, 2007 Page 2 - - -- CONSENT AGENDA - -- 4. Discussion of and possible action regarding the following structures considered by code inspectors to be in violation of Article N of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures," to determine whethersuch buildings or structures can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris: A. 756 6h Street N. W, B. 674 13t`' Street N. W. C. 1400 block W. Washington D. 2600 block Clark Lane E. 3220 Lamar Avenue F. 2925 Lamar Avenue G. 351100 Street N.E. Motion was made by Susan Scholz, seconded by Brian Wear, to send all except (E), 3220 Lamar Avenue, to the Building and Standards Commission for demolition since they cannot be rehabilitated nor do they have significant historical value. Motion carried 7 -0. Sharron Nabors requested that (E) be discussed separately. Chairman Starrett reminded the Commissioners that it was only the job of HPC to determine whether a structure would be eligible as a landmark, not whether or not the house was not bad enough to demolish. The latter is the job of BSC only. It was the consensus of the Commissioners that (E) does not meet the architectural standard of a landmark. Sharon Nabors stated she hates to see a nice house go down. Motion was made by Susan Scholz, seconded by Brian Wear, to send (E) to BSC for review since it does not have significant historical value. Motion carried 7 -0. 5. Presentation by Sue Ann Pemberton, Main Street Architects, and workshop to receive, discuss, and take possible action on the Design Standards for the Downtown and Church Street Historic Districts. Sue Ann Pemberton stated January 29, 2007 Page 3 that although they were granted an extension in November, it was not long enough to get done what needs to have done. She stated that we are in a final draft mode which completes the agreement with the Texas Historical Commission, although we have several things to clean up at this point. She stated, when preparing standards for neighborhoods, the standards mean nothing if owners do not recognize or realize what they have. Ms. Pemberton went through the draft with the Commissioners. Lisa Wright asked Ms. Pemberton how much more time she needed to get a good draft completed, and she advised 60 days. Ms. Pemberton said she would like another 30 days to get the draft in better condition and then would like to meet again. Ann Rogers asked if these standards could be extended to areas not in a district, such as stand -alone homes, and Ms. Pemberton stated they could. Ms. Wright said she would request another extension from Josh Lasserre. No action was taken at this time. 6. Receipt of report from the Historic Preservation Officer. The HPO reported that Mr. Faber had been working on the home on 31st, and that the City was keeping an eye on the project to make sure he was continuing to work. She reported that she also advised Mr. Faber's attorney that the City would likely be citing Mr. Faber on his downtown building because of severe roof damage, and she has received reports that Mr. Faber has hired a roofer for that building as well. Finally, Ms. Wright advised the Commission that the work on the Miramar was still advancing, but little had been done in the last several weeks because Mr. Tacuyan was required to obtain an asbestos survey, so this has delayed the start a bit; however, the survey is completed and he should be starting his roof replacement soon. 7.
