04/08/2009 MINUTESMINUTES REGULAR MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION WEDNESDAY, APRIL 8, 2009 12:00 O'CLOCK P.M. The Historic Preservation Commission meeting was called to order by Arvin Starrett, Chairman. A. The following members were present: Arvin Starrett, Chainnan Paul Denney, Vice - Chairman Ben Vaughan Jerry Raper Matt Coyle B. The following members were absent: Brad Archer Susan Scholz, Secretary C. Also present was Jeanna Scott, Administrative Assistant. 2. Approval of minutes, from previous meetings (March 11, 2009) Motion was made by Ben Vaughan, seconded by Matt Coyle to approve March 11, 2009 minutes. Motion carried 5 -0. 3. Consideration of and action on the following Certificate of Appropriateness: A. 104 Lamar Avenue — Gary L. Waite — Gary Waite stated renovating building and wants to put compressor on awning where existing compressors are located. The compressor will be placed between the two existing compressors and will not be visible unless you are standing directly in front of it. Current supports are adequate to support additional compressor. Ben Vaughan asked what other options are available other than mounting on canopy? Mr. Waite stated roof not an option due to problems with leaking. The roof has a foam overlay and is hard but you can't put weight on it or it will leak. Mr. Waite further stated this is the only other option and it's not a good option, pipes would have to be ran up the side of the building. Ben Vaughan stated the conduit could be painted, preferable solution to another ac unit on the canopy. Arvin Starrett stated guidelines state must be out of line of sight, existing units grandfathered, if we allow this it could set precedent. Paul Denney stated a platform could be attached to allow the ac unit to be placed on the roof and only a small portion of the unit will be visible from the street. Mr. Denney further stated ideal situation would be to change out existing units to larger units. Gary Waite stated that already have a larger unit serving the offices. This unit will be placed between two existing units and will be out of sight. Mr. Waite stated a trade off would be the removal of the existing window unit and replacement of the window glass. The function of the canopy was to hold the ac units. Motion was made by Ben Vaughan, seconded by Jerry Raper that the request does not meet the Texas Historical Commissions standards and voting to approve goes against the standard. Motion carried 5 -0 Motion was made by Ben Vaughan, seconded by Matt Coyle to deny the COA. Motion carried 5 -0. 4. Consideration of and action on the following Facade Grants. A. 125 — 139 Bonham — Scott McDowell — Motion was made by Paul Denney, seconded by Matt Coyle to award the grant. Motion carried 5 -0. 5. Discussion of and action on placing Citizens Forums on future agenda. Paul Denney stated he requested this item be placed on the agenda. Gary Brown could not speak because he was not on the agenda. Arvin Starrett stated he is equally frustrated, however if discussion and action is taken, we could be in violation of the open meetings act. No legal counsel available for HPC meetings. Ben Vaughan stated if you are on the agenda you can speak, but he is equally concerned about having legal counsel available just in case. Matt Coyle stated it would be nice to listen to citizens concerns but legally what would be able to do. Motion made not to place Citizens Forums on agenda by Ben Vaughan, motion died lack of a second. Motion made by Arvin Starrett, seconded by Paul Denney to table this item. Motion carried 5 -0. 6. Discussion of and action on the Design Guidelines. Arvin Starrett brought the commissioners up -to -date on the status of the Design Guidelines. 7. Request items for future agendas.
