REGULAR MEETING
CITY OF PARIS HISTORIC PRESERVATION COMMISSION
WEDNESDAY, JUNE 10, 2009
12:00 O'CLOCK P.M.
The Historic Preservation Commission meeting was called to order by Paul Denney, Vice
Chairman.
A. The following members were present:
Paul Denney, Vice - Chairman
Susan Scholz, Secretary
Ben. Vaughan
Douglas Cox
Jerry Raper
B. The following members were absent:
Matt Coyle
Arvin Starrett, Chairman
C. Also present was Jeanna Scott, Administrative Assistant.
2. Approval of minutes from previous meetings (May 26, 2009)
Motion was made by Susan Scholz, seconded by Douglas Cox to approve May 26, 2009
minutes. Motion carried 5 -0.
3. Consideration of and action on the following Certificate of Appropriateness:
A. 35 and 39 Lamar Avenue — Richard Dixon presented the petition. Mr. Dixon
stated they are removing wood and tin from original windows and brick. He is
concerned about what the brick will look like once exposed. Susan Scholz asked
if he had peaked to see what wood looks like. Richard Dixon stated no he had
not. Ben Vaughan stated awning leaks, what are you proposing to use to repair it?
Richard Dixon stated will use tar down, which is what is on it. This should repair
leaks on the awning. Motion was made by Susan Scholz, seconded by Douglas
Cox to approve the COA. Motion carried 5 -0.
B. 5 East Plaza — Upstairs Loft — Artesia Enterprises — Gary Brown presented the
petition. Mr. Brown stated loft entrance needs awning over the entrance on the
north side. This awning will snatch the Subway awning in fabric and color.
Motion was made by Susan Scholz, seconded by Douglas Cox to approve the
COA. Motion carried 5 -0.
C. 7 East Plaza — Artesia Enterprises — Gary Brown presented the petition. Mr.
Brown stated they are replacing the fabric portion of the roll out canopy. Motion
was made by Susan Scholz, seconded by Ben. Vaughan. Motion carried 5 -0.
4. Consideration of and action on the following, fagade grant:
A. 507 S. Church Street — Donna and Larfy Womack - Jeanna Scott presented the
petition. Motion was made by Susan Scholz, seconded by Jerry Raper to award
the fagade grant. Motion carried 5 -0.
B. 35 Lamar Avenue — Richard Dixon — Jeanna Scott presented the petition. Motion
was made by Susan Scholz, seconded by Ben Vaughan to award the fagade grant.
Motion carried 5 -0.
C. 39 Lamar Avenue —.Richard Dixon — Jeanna Scott presented the petition. Motion
was made by Susan Scholz, seconded by Jerry Raper to award the facade grant.
Motion carried 5 -0.
5. Discussion of and possible action regarding the following structures considered by code
inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of'the
City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and
Structures, " to determine whether such buildings or structures can be rehabilitated and
designated on the National Register of Historic Places, as a recorded Texas Historic
Landmark, or as historic property as designated by the City Council of the City of Paris:

Paul Denney requested Item E. 728 E. Austin be pulled for consideration. Mr. Denney
proposed a letter be sent to the owners to investigate the possibility of repairing the
structure.
Motion was made by Susan Scholz, seconded by Jerry Raper, to send all structures except
728 E. Austin to the Building and Standards Commission for demolition since they
cannot be rehabilitated nor do they have significant historical value. Motion carried 5 -0.
6 Request items for./uture agendas. Sign Ordinance, requested the attorney be present to
answer questions.
7. The meeting adjourned at 12:42 p.m.
