REGULAR MEETING
CITY OF PARIS HISTORIC PRESERVATION COMMISSION
WEDNESDAY JULY 8 2009
1.2:00 O'CLOCK P.M.
1. The Historic Preservation Commission meeting was called to order by Arvin Starrett,
Chairman.
A. The following members were present:
Arvin Starrett, Chainnan
Paul Denney, Vice-Chairman (arrived late 12:05)
Susan Scholz, Secretary
Ben Vaughan
Douglas Cox
Jerry Raper
Matt Coyle
B. The following members were absent:
None
C. Also present was Jeanna Scott, Administrative Assistant and Kent McIlyar, City
Attorney.
2. Election of Off cers:
A. Chairman — Susan Scholz nominated Arvin Starrett
B. Vice - Chairman — Susan Scholz nominated Paul Denney
C. Secretary — Ben Vaughan nominated Susan Scholz
Motion was made by Ben Vaughan, seconded by Matt Coyle to appoint all nominees as
presented. Motion carried 7 -0.
3. Approval of minutes from. previous meetings (June 10, 2009)
Motion was made by Ben Vaughan, seconded by Jerry Raper to table this item. Motion
carried 7 -0.
4. Consideration of and action on the following Certificate of Appropriateness:
A. 119 N. Main — Lamar County Veteran Services — Chet Hilyer, County Veterans
Service Officer, represented the petition. Mr. Hilyer stated they put the sign
where they did to mark the handicap entrance. They tried to keep the sign simple
to direct people to that answer. Would appreciate the commission consideration
and approval of the petition. Arvin Starrett voiced concerns regarding possibility
of other signage. Mr. Hilyer stated there are no other entities in the building that
would require a sign. Ben Vaughan asked if Mr. Hilyer would have objectives to
moving the sign closer to side walk, to comply with the sign ordinance. Mr.
Hilyer stated he had no problem moving the sign. Motion was made by Paul
Denney, seconded by Jerry Raper to approve the COA with a stipulation that the
sign is moved two feet further from the curb. Motion carried 7 -0.
B. 5 East Plaza — Subway (Sign Revision from Scott's Signs) — Alex, Scott's Custom
Signs, presented the petition. Alex stated Subway denied the logo on the bottom
of sign. Subway requested that "open daily" be placed at the bottom of the sign.
Motion was made by Ben Vaughan, seconded by Susan Scholz to approve the
COA. Motion carried 7 -0.
5. Discussion of the Sign Ordinance. Commissioners discussed the sign ordinance and how
it affects the Historic District. Kent McIlyar answered questions regarding the ordinance.
6 Discussion of and possible action regarding the following structures considered by code
inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the
City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and
Structures, " to determine whether such buildings or structures can be rehabilitated and
designated on the National Register of Historic Places, as a recorded Texas Historic
Landmark, or as historic property as designated by the City Council of the City of Paris:
A. 725 Park Street; Lot 4 and W /50' of 1, Block 3, McKnight Addition
B. 1523 West Houston; Lot 13, City Block 198
C. 1331 Sperty Avenue; Lot 8, Block 2, Sperty 's 2nd Addition
D. 513 Graham Street; Lot PT 2, City Block 44 -A
E. 5401" Street N.E.; Lot 3 and 19, City Block 92
F. 60215` Street NE.; Lot 5, City Block 92
G. 309 3rd Street N W.; Lot 14, City Block 55
H. 24125't' Street N. W.; Lot 3, Block 2, Sperry's 3 "d Addition
Motion was made by Matt Coyle, seconded by Susan Scholz, to send all structures to the
Building and Standards Commission for demolition since they cannot be rehabilitated nor
do they have significant historical value. Motion carried 7 -0.
6 Request items for . future agendas. Demolition by neglect report on citation issued to
property owners within the Historic District.
The meeting adjourned at 1:06 p.m.
