REGULAR MEETING
CITY OF PARIS HISTORIC PRESERVATION COMMISSION
MONDAY JULY 27, 2009
4:00 O'CLOCK P.M.
The Historic Preservation Commission meeting was called to order by Arvin Starrett,
Chairman.
A. The following members were present:

Paul Denney, Vice - Chairman
Susan Scholz, Secretary (arrived late 4:03)

Douglas Cox
Jerry Raper
B. The following members were absent:
Matt Coyle
C. Also present were Jeanna Scott, Administrative Assistant; Robert Talley, Code
Enforcement Officer; Kevin Kear, City Council Liaison and Kim Lacey,
Municipal Development Services.
2. Approval of minutes from previous meetings (June 10, 2009 and July 8, 2009)
Motion was made by Ben Vaughan, seconded by Douglas Cox to approve the minutes for
the June 10, 2009 and July 8, 2009 meetings. Motion carried 6 -0.
3. Consideration of and action on the following Certificate of Appropriateness:
A. 21 South Plaza — Chance Priest — Mr. Priest stated they are removing the existing
letter from the canopy and will be replacing the lettering on the center canopy only.
Arvin Starrett asked if would be possible to attach the sign to the building verses the
canopy. The guidelines do not allow the lettering to be attached to the awning; it
must be attached to the building. Mr. Priest stated he felt like it was possible, but he
is not sure how that would look. Ben Vaughan asked could you mount a permanent
sign to the building in the center of the building. Mr. Priest stated this is all fiber rock
covering wood. He expressed concern about his ability to place the sign there and the
visibility of the sign. Motion was made by Paul Denney, seconded by Susan Scholz,
to approve the COA subject to the sign being placed on the building not the canopy.
Motion carried 6 -0.
B. 340 Bonham — Glenn Wark — presented the petition for the owner. Mr. Wark stated
replacing wood windows with vinyl one over one windows. They are also changing
the front door to incorporate a mail slot; the back of the building will need brick work
done. The brick is falling out and on to the roof. Mr. Wark stated they want to patch
the brick to keep it from falling on the new roof. Arvin Starrett asked if we could
replace the upper windows with Blanker Panels appropriately painted to resemble a
window. Mr. Wark said that would not be a problem. Mr. Starrett further asked if
they are putting a mail slot on the door. Mr. Wark stated they are replacing the door
with a door that has a mail slot. Arvin Starrett stated must be an approved door,
wood and glass panel. Mr. Wark stated they are concerned over the insulated glass
requirement. Mr. Starrett stated you can replace with a door similar to the one in the
Council Chamber entrance and it's insulated. Motion. was made by Paul Denney,
seconded by Ben Vaughan to approve the COA with previously approved windows,
wood frame door, repairing paraffin around upper windows and adding appropriate
blanker panels. Motion carried 6 -0.
C. 102 Clarksville Street — Sonya Shipman — presented petition. Ms. Shipman stated she
will be repainting the outside surface of building with the same colors. She wants to
change the awnings from burgundy to black. Ms. Shipman will also be re- facing the
existing sign. Motion was made by Ben Vaughan, seconded by Jerry Raper to
approve the COA. Motion carried 6 -0.
5. Discussion of and possible action on approval of the Design Guidelines.
Commissioners went thru Design Guidelines and recommend changes to be sent back to
Main Street Architects. Kim Lacey, Municipal Development Service is helping to
oversee grants for the City of Paris; Ms. Lacey went over the grant date deadlines and
what can be expected.
4. Report and discussion on demolition by neglect citations issued to property owners in the
Historic District by Robert Talley, Code Enforcement Officer.
Robert Talley, Code Enforcement Officer, spoke to the Commissioners. Commissioners
want a list of citations that have been sent and the outcome.
6 Request items, for, future agendas. There were none.
7. The meeting adjourned at 5:15 p.m.
