1. The Historic Preservation Commission meeting was called to order by
Chairman Arvin Starrett at 4:00 P.M.
A. The following members were present:
Sue Lancaster
Jerry Raper
Paul Denney
Alternate: Brian Wear
The following members were absent:
Barbara Wilson, Vice Chairman
Ann Rogers, Secretary
Claudia Hunt
Alternate: Becki Norment
B. Also present were Lisa Wright, Historic Preservation Officer; and
Bethany Golden, Main Street Coordinator /Asst. HPO.
2. Approve minutes from previous meetings. Motion to approve the minutes of
the February 8, 2006, meeting was made by Brian Wear, seconded by Sue
Lancaster with one correction in agenda item #3A, paragraph two. Arvin
Starrett stated "the property is not zoned for retail so it could not." Motion
carried 5 -0.
3. Consideration of and action on the following Certificates of Appropriateness:
A. 309 Church Street- Central Presbyterian Day School. Flo Brunette and
Casey Rose were present. Motion was made for the approval of the
COA by Paul Denney, seconded by Sue Lancaster. Motion carried 5 -0.
B. 721 Church Street- Ed and Sue Lancaster. Motion was made to recuse
Sue Lancaster by Brian Wear, seconded by Jerry Raper. Motion carried
4 -0. Sue Lancaster is proposing a small sign identifying the building
in anticipation of a historic walking tour. A historical marker from State
will be placed on the right hand side of door, with a sign that identifies
the house being placed by the northern planter close to building. The
Commission can choose if it should be metal or wood. The sign will be
approximately 4' tall. Chairman Starrett stated that he wants to
intentionally set precedent, because these signs should start popping
up, and this could be the standard. Motion was made to approve as the
standard, with the face shape of sign shown in the center photograph,
not wider than 24 ", the basic pole design as the one shown in the right
photograph, and add "The" to the building title, by Paul Denney,
seconded by Brian Wear. Motion carried 5 -0.
Motion was made for Sue Lancaster to return to the meeting by Brian
Wear, seconded by Jerry Raper. Motion carried 5 -0.

appearing on said agenda. If any Commission member desires to
discuss and consider separately any item appearing on the consent
agenda, that Commission member may do so by requesting that the
item be removed from the consent agenda and considered as a
separate item.]
4. Discussion of and possible action regarding the following structures
considered by code inspectors to be in violation of Article III of Chapter 7 of
the Code of Ordinances of the City of Paris, Paris, Texas, entitled
"Substandard and Dangerous Buildings and Structures," to determine
whether such buildings or structures can be rehabilitated and designated on
the National Register of Historic Places, as a recorded Texas Historic
Landmark, or as historic property as designated by the City Council of the City
of Paris:
A. 555 20th Street S.E. (Part of Lot 10 and Lots 11 and 12, Block 6,
Highland Park Addition)
B. FM 195 (Lot 13, City Block 322)
C. FM 139 (Lot 11, City Block 322)
D. 4025 Clarksville Street and Highway 271 (Lot 1, City Block 347)
E. 1124 W. Cherry Street (Lot 4, City Block 84)
F. 1354 3rd Street S. W. (Lot 6, City Block 171)
G. 1366 3rd Street S. W. (Lot 7, City Block 171) - 2 Structures

Motion was made by Paul Denney, seconded by Jerry Raper for all structures
in 4.A -G to be referred to the Building and Standards Commission for
demolition since they cannot be rehabilitated nor do they have significant
historical value. Motion carried 5 -0.
5. Receipt of report from the Historic Preservation Officer. Lisa Wright handed
out the attached report.
6. Request items from Board for future agendas. Establishing a standard for
historic structure markers in neighborhood signage.
7. The meeting adjourned at 4:15 p.m.
