1. The Historic Preservation Commission meeting was called to order by
Chairman Arvin Starrett at 12:03 P.M.
A. The following members were present:

The following members were absent:

Ann Rogers, Secretary

B. Also present were Lisa Wright, Historic Preservation Officer, and
Bethany Golden, Main Street Coordinator /Asst. HPO.
2. Consideration of and action on the following Certificate of Appropriateness:
A. 574 Church Street - Kelly and Melissa Wickersham. Arvin Starrett
reminded the Commission that Kelly and Melissa Wickersham have
presented before the Commission on two separate occasions with a
request for some ironwork to be installed on their property. The
requests were denied due to any lack of evidence that such ironwork
had ever existed on the property prior to this time; however, some new
information has come to light that is reflected in some letters that are
a part of the attached material. He directed the Commission to notes
from discussions with Martha Hickman, Bobby and Imie Walters, and
Phyllis Byers, who was a Church Street resident at one time. It is their
recollection that there was ironwork that was a part of that structure.
Chairman Starrett advised the Commission that the mock -up of
proposed ironwork included in the packet was delivered to these
individuals, and that all of them have agreed that this was the look of
the property. That being the case, the Commission now has
documentation to help attest to this fact by some local citizens,
longstanding. That being the case, this prior application that was
previously denied needs to be reconsidered.
Suzy Harper addressed the Commission and advised them that she
worked with other citizens for several weeks making certain that the
drawing was accurate, what the house looked like. She stated that
talked with Roy Gwinn, the contractor, to make sure that this was
something that they are able to do, and he advised that it was exactly
what they had in mind. She also met with Margie Bell and Melissa
Wickersham, and they said that they like it very much and that it was
what they had in mind. She said she later spoke over the phone with
Kelly Wickersham, and he stated he liked the drawing, as well.
Paul Denney stated that the windows in the early days were 3 garage
style openings, and the windows that have been placed in there are a
1940's metallic window -iron and glass style. He said he felt that this
gives some justification for the use of the 40's and 50's style wrought
iron. The fact that they are going back to a certain point of
development of this house -the metallic window is very much
appropriate to the style of the wrought iron.
Motion was made to approve the amended COA by Paul Denney,
seconded by Jerry Raper. Motion carried unanimously.
3. The meeting adjourned at 12:07 p.m.
