1. The Historic Preservation Commission meeting today is a continuation of the
meeting posted for Wednesday, April 12, 2006, and was called to order by
Chairman Arvin Starrett at 12:00 P.M.
The following members were present:

Also present was Lisa Wright, Historic Preservation Officer, and Bethany
Golden, Main Street Coordinator /Asst. HPO.
2. Approval of minutes from previous meetings. (February 27, 2006; March 8,
2006; March 13, 2006; March 14, 2006) Motion was made by Paul Denney,
seconded by Sue Lancaster. Motion carried 4 -0.
3. Public hearing on the application for a demolition permit by Clifton Fendley
for the structure located at 22 and 24 W. Brame Street. Lisa Wright said that
if the structure remains as it is, it will probably be a future demolition project
for Code Enforcement. Arvin Starrett stated that, according to the attachment
on this agenda item, the estimated cost for the rehabilitation of this property
is $45 -$65 per square foot, estimated cost for repair would be in excess of
$50,000, and the value of the home is currently around $15,000. The house is
not of historic character. No one was present to speak for or against the
application, and the public hearing was closed.
4. Consideration of and action on the application for a demolition permit by
Clifton Fendley for the structure located at 22 and 24 W. Brame Street. Motion
to grant the demolition permit was made by Becki Norment, seconded by Sue
Lancaster. Motion carried 4 -0.
Brian Wear arrived at the meeting.
5. Consideration of and action on the following Certificates ofAppropriateness:
A. 718 S. Main Street - John and Denise Williams. John and Denise
Williams, 1805 Majestic Drive, said that they are redoing the interior of
the property as well. Motion was made to approve the COA by Paul
Denney, seconded by Beck! Norment. Motion carried 5 -0.
B. 308 S. Main Street - YWCA by Nicki Brown, Executive Director. Motion
was made to approve the COA by Sue Lancaster, seconded by Sue
Lancaster. Motion carried 5 -0.
C. 632 S. Main Street -John N. and Margaret O'Conner. Motion was made
to approve the COA by Sue Lancaster, seconded by Paul Denney.
Motion carried 5 -0.
D. 143 S. Main Street -Aaron Raper. Aaron Raper explained that he wants
to take the glass tiles out - -three fourths of them are broken - -and apply
plaster to match the top of the building. The two front doors will be
replaced to look like the original doors. The sheet metal will be
removed off the glass blocks. Motion was made to approve the COA by
Becki Norment, seconded by Brian Wear. Motion carried 5 -0.
6. Consideration of and action on a resolution expressing support for the City
of Paris's application for a Statewide Transportation Enhancement Program
Grant from the Texas Department of Transportation for funding for sidewalk
and other improvements in the Downtown Historic District. The Commission
was given an attachment showing the proposed areas for the streetscape
grant. Motion was made to approve by Brian Wear, seconded by Sue
Lancaster. Motion carried 5 -0.
7. Receipt of report from the Historic Preservation Officer. Lisa Wright gave the
report.
8. The meeting adjourned at 12:20 p.m.

A RESOLUTION OF THE CITY OF PARIS HISTORIC PRESERVATION
COMMISSION EXPRESSING SUPPORT FOR THE CITY OF PARIS'S
APPLICATION FOR A STATEWIDE TRANSPORTATION
ENHANCEMENT PROGRAM GRANT FROM THE TEXAS DEPARTMENT
OF TRANSPORTATION FOR FUNDING FOR SIDEWALK AND OTHER
IMPROVEMENTS IN THE DOWNTOWN AREA; MAKING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Texas Department of Transportation provides funding for Statewide
Transportation Enhancement Program grants, and the City of Paris wishes to undertake a project to
improve the safety and efficiency of movement of pedestrians; and,
WHEREAS, the recently completed Phases I and II of the Streetscape Project, which
improved sidewalks in the Downtown Historic District, is a viable and important asset to the city,
its citizens, and local businesses, and the extension of the project to include additional sidewalks in
the District will accomplish the intentions of the City; and,
WHEREAS, the City Council of the City of Paris is desirous of processing an application
for the Statewide Transportation Enhancement Program grant for Phase III of the Streetscape Project,
and the City of Paris Historic Preservation Commission finds that this project will help to improve
both the appearance and the safety of the sidewalks located within the Downtown Historic District
and desires to express its support for said project; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY OF PARIS HISTORIC PRESERVATION
COMMISSION:
Section 1. That the findings set out in the preamble to this resolution are hereby in all things
approved.
Section 2. That the Historic Preservation Commission does hereby express its support for
the City of Paris's filing of an application to the Texas Department of Transportation for a Statewide
Transportation Enhancement Program grant for improvements to sidewalks and other amenities in
the Downtown Historic District that will help to improve the overall appearance of the District and
the walking safety for the public.
Section 3. That this resolution shall be effective from and after its date of passage.
