The Historic Preservation Commission meeting was called to order by
Chairman Arvin Starrett at 12:00 P.M.
A. The following members were present:
Paul Denney
Sue Lancaster
Jerry Raper
Alternate: Brian Wear
The following members were absent:
Ann Rogers, Secretary
Claudia Hunt
Alternate: Becki Norment
B. Also present were Lisa Wright, Historic Preservation Officer; and
Bethany Golden, Main Street Coordinator.
2. Consideration of and action on the following Certificates ofAppropriateness:
A. 208 S. Main - Pat Crabtree. Richard Hunt, 405 W. Kaufman, stated that
Mr. Crabtree wants to replace the shed roof. He took down a structure
and installed doors. Mr. Hunt advised that the doors would rot if left
uncovered. Arvin Starrett stated that he spoke with Pat Crabtree on
Friday because he had proceeded with the work prior to approval of the
COA. Mr. Starrett stated that a COA is required any time there is a
change in style, color, texture, or material on the exterior of a building
that is visible from the street. Motion was made to approve the COA
by Jerry Raper, seconded by Sue Lancaster. Motion carried 5 -0.
B. 507 Clarksville Street - CVS Pharmacy. Arvin Starrett stated that the
sign package was permitted by the City prior to the presentation to this
Board of the approval of the materials. All of the building signage that
is attached to the physical plan were already preapproved by this body.
The Board will be considering the free standing signs around the
perimeter of the property. Doug Hallam, with Chandler Signs, 3201
Manor Way, Dallas, Texas, stated that there are 3 free standings signs.
One is on the northeast corner of the property, one at the north
entrance and on at the south entrance. The ground sign will have
uplighting, incandescent is one of the preferred light sources. Mr.
Starrett stated that there is concern of a chasing marquee being
inappropriate within the district. However, the sign company is acting
in good faith as they were issued, by the City, a permit for the signage;
therefore, the Commissioners will certainlytake that into consideration.
Motion was made to approve the COA by Paul Denney, seconded by
Brian Wear. Motion carried 5 -0.
Pat Crabtree joined the meeting and asked to speak regarding his item. He
asked for the option to brick in the 2 columns at a future date. He wants to
paint them off -white to match the color on the door. The columns are 4 x 4.
He wants to antique it to match the back of the building. The request was
informally accepted. Lisa Wright requested more information about the
approved materials, such as the roof, for the COA. Mr. Crabtree advised that
the roof was white metal. Paul Denney pointed out that it looks to be seamed.
Pat Crabtree asked if he needed a privacy fence around his dumpster. Arvin
Starrett said that he does not see a problem with it, but a COA would have to
be submitted for approval.
3. The meeting adjourned at 12:07 p.m.
