06/22/2006 MINUTESSPECIAL MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION CITY OF PARIS CITY HALL CITY COUNCIL CHAMBERS 107 E. KAUFMAN STREET PARIS, TEXAS THURSDAY, JUNE 22, 2006 12:00 O'CLOCK P.M. 1. The Historic Preservation Commission meeting was called to order by Chairman Arvin Starrett at 12:00 P.M. A. The following members were present: Arvin Starrett, Chairman Paul Denney Sue Lancaster Claudia Hunt Jerry Raper Alternate: Brian Wear Beck! Norment The following members were absent: Ann Rogers, Secretary. Pike Burkhart B. Also present were Lisa Wright, Historic Preservation Officer; and Bethany Golden, Main Street Coordinator. 2. Consideration of and action on the following Certificate of Appropriateness; A. 36 E. Kaufman - Jeff and Katie Nielson. Katie Nielson stated that the building is residential and that the bottom level will be altered for parking. The proposal is for a 2 car garage opening or 2 separate 1 car openings. The Nielsons are planning to live at this location. They will be replacing all the windows on the front street. They have safety concerns regarding the amount of glass on the front. It is important for them to fortify Kaufman Street, therefore, they are wanting to use steel doors. Their intention is to keep the building simple and authentic. Jeff Nielson stated that they would like to put in a 2 x 2 plate glass window or something that can be replaced by pane if broken. He would like to replace with wood (not breakable glass) the north door that has painted over glass transoms. On the east side currently the back garage door, he is proposing a recessed entry door with wood surround with matching steel double doors. This will be similar to the garage door look. Katie Nielson stated that the recess will be 3' to 4' to create a small covered opening instead of an awning. 12' space. Jeff Nielson stated that on the north on the east wall, the entry door will remain as it is but he is planning to eliminate the southmost of the 4 lower windows for the second garage door. The doors will be 29' doors with a brick column in the middle. The south side will go into their back yard. He is wanting the new door on the bottom of the south wall to be symmetrical with the door at the top, which will be made from the top center window. They would be one on top of the other. Paul Denney stated that the success of pulling off downtown living will have a lot to do with how we deal with vehicular access. If you get 2 cars in there, your are assuring long -term preservation. Katie Nielson stated that if they can salvage the lintel from the top window, they will use it on top of the bottom door. Paul Denney stated that he would recommend holding off on the window division on the north elevation. Katie Nielson asked if glass blocks would be permitted. Arvin Starrett stated that that would be introducing material not original to the period. Jeff Nielson stated that he wants to paint the whole thing and if they have to match the existing brick color, he prefers the front brick color. If it does not have to match then he would like another color. Arvin Starrett stated that the brick could be painted another color. Any color is okay as long as it is on the approved color pallette. Lisa Wright can approve the color. Paul Denney would like to draw a sketch of the front glass windows and see if, they would approve it. Katie Nielson presented a photo of classic prairie design light fixtures and a photo of carriage style steel doors. There will be no windows on the door. Motion was made to approve the COA as presented in concept, with the petitioner to come back before the board later with design and placement of windows, door styles, and lighting by Beck! Norment, seconded by Brian Wear. Motion carried 7 -0. 3. The meeting adjourned at 12:35 p.m. APPROVED THIS 6TH DAY OF SEPTEMBER, 2006. Arvin Starrett hairman
