KAUFMAN STREET PARIS, TEXAS MONDAY, JUNE 26.2006 4:00 O'CLOCK P.M. 1. The Historic Preservation Commission meeting was called to order by Chairman Arvin Starrett at 4:00 P.M. A. The following members were present: Arvin Starrett, Chairman Sue Lancaster Jerry Raper Pike Burkhart Alternate: Brian Wear Beck! Norment The following members were absent: Ann Rogers, Secretary Claudia Hunt Paul Denney B. Also present was Lisa Wright, Historic Preservation Officer; and Mayor Richard Manning. 2. Consideration of and action on the following Certificates ofAppropriateness: A. 111 LamarAvenue - Kari and Josiah Daniel. Kari Daniel wants to start taking down brick windows and remove the green point. She advised that they had found chemicals that will strip the paint. Josiah stated that if transoms are there, they plan to uncover those. If they are in not in good condition, the transoms will probably be put back up. Window casing is behind the brick on the upper floors to provide guidance on what kind of window should be placed there. Arvin Starrett stated that when unbricking, temporary blankers can be used. Motion was made to approve the COA by Sue Lancaster, seconded by Becki Norment. Motion carried 6 -0. B. 380 Bonham Street- Steven Asay for Texas Furniture. No action taken because the property owners are considering another design. C. 130-A Bonham Street - Liberty Swim. Motion was made to approve the COA by Brian Wear, seconded by Jerry Raper. Motion carried 6 -0. D. 1008 S. Main Street - Reggie Hodges. No action taken because the property owner is considering another design. 3. Consideration of and action on awarding the following facade grants: A. 646, 648, and 718 S. Main Street - John and Denise Williams. Motion was to approve the facade grant by Brian Wear, seconded by Becki Norment. Motion carried 6 -0. B. 108 Lamar Avenue - Larry Rhea. Motion was to approve the facade grant by Jerry Raper, seconded by Brian Wear. Motion carried 6 -0. C. 5041st Street N. W. -Billy Lawrence. Motion was to approve the facade grant by Brian Wear, seconded by Becki Norment. Motion carried 6 -0. 4. Consideration of and action on recommending approval of the following requests for tax exemption: A. 646, 648, and 718 S. Main Street - John and Denise Williams. Motion was made to approve the request for tax exemption by Sue Lancaster, seconded by Pike Burkhart - - -- CONSENT AGENDA ----- [Items appearing on this consent agenda may be approved by a single vote of the Commission, with such approval applicable to all items appearing on said agenda.. If any Commission member desires to discuss and consider separately any item appearing on the consent agenda, that Commission member may do so by requesting that the item be removed from the consent agenda and considered as a separate item.] 5. Discussion of and possible action regarding the following structures considered by code inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures," to determine whether such buildings or structures can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated bythe City Council of the City of Paris: A. 459 465 1st Street N.E. B. 951 7th Street N.E. C. 944 7th Street N.E. D. 1133 16th Street S.E. E. 1139 16th Street S.E. F. 1256 16th Street S.E. G. 1055 22nd Street N.E. H. 923 Graham Street L 971 and 973 W. Kaufman Street J. 1317 Bonham Street K. 627 Pine Bluff L. 753 E. Polk Street M. 301 Bonham Street (Repair Only) Motion was made by Brian Wear, seconded. by Sue Lancaster that structures 5.B thru 5.J and 5.1- are not historic and should be forwarded to BSC, and 5.M is historic, but should be forwarded to BSC for repairs only. Motion carried 6- 0. 5.A is possibly of historical significance. Motion was made by Sue Lancaster, seconded by Brian Wear to receive interior photos. Motion carried 6 -0. 5.K is historically significant. Motion was made by Sue Lancaster, seconded by Brian Wear for a 90 -day delay. Motion carried 6 -0. -- END CONSENT AGENDA - - - -- 6. Selecting an honoree for the annual preservationist award. Pike Burkhart suggested appointing a subcommittee to nominate honoree for the October annual preservationist award. Arvin appointed Pike Burkhart and Sue Lancaster as the subcommittee. 7. Request items for future agendas. None. 8. Receipt of report from the Historic Preservation Officer. None. 9.
