KAUFMAN STREET PARIS, TEXAS WEDNESDAY, SEPTEMBER 6.2006 12 :00 O'CLOCK P.M. 1. The Historic Preservation Commission meeting was called to order by Chairman Arvin Starrett at 12:00 P.M. A. The following members were present: Pike Burkhart Paul Denney Sharon Nabors Nancy Partridge Susan Scholz Ann Rogers Alternate: Brian Wear The following members were absent: Alternate: Vanessa Preston B. Also present was Lisa Wright, Historic Preservation Officer; Beth Golden, Main Street Coordinator; and Robert Talley, Code Inspector. 2. Election of officers for upcoming year. A. Chairman. Pike Burkhart nominated Arvin Starrett as Chairman, seconded by Paul Denney. Motion carried 8 -0. B. Vice - Chairman. Brian Wear nominated Paul Denney as Vice - Chairman, seconded by Ann Rogers. Motion carried 8 -0. C. Secretary. Paul Denney nominated Ann Rogers as Secretary. Ann Rogers declined. Pike Burkhart nominated Susan Scholz as Secretary, seconded by Paul Denney. Motion carried 8 -0. 3. Approval of minutes from previous meetings. (June 5, 2006; June 22, 2006; June 26, 2006). Motion was made to approve the minutes by Brian Wear, seconded by Pike Burkhart. Motion carried 8 -0. 4. Consideration of and action on renewing the Certificate of Appropriateness for 115 S. Main Street (Becki Norment). The HPO advised the new members that the COA had been previously approved by the Commission; however, unless work is commenced within six month, the COA expires. She stated that the applicant's COA had just expired, so this was a renewal. Motion was made to approve the COA by Pike Burkhart, seconded by Paul Denney. Motion carried 8 -0. 5. Consideration of and action on the following application for a Certificates of Appropriateness: A. 36 W. Plaza - Don Moffitt (revision of #2006 -032) This is a revision of a previous certificate. Don Moffitt stated that his original request did not have a second color to paint the windows. His painter recommended black, so his request is for black trim. Motion was made to approve the revised COA by Brian Wear, seconded by Susan Scholz. Motion carried 8 -0. B. 310 Bonham Street —Jay Anthony dba Texas Furniture. Steven Asay, builder for Jay Anthony, said that the logo and font are not accurate. Arvin Starrett stated that the sign will require a 'separate COA application when they get ready to install it. With regard to two items listed in the letter seeking revisions, Arvin Starrett stated that stucco is disallowed in the design guidelines because the bricks are not already covered; however, if the brick is already painted, it is okay to repaint. Painting the pole structure is also recommended, because cedar boards are not an approved material because it would be an introduction of new material into the District .that is not already there. Painted boards would be okay but the material needs to be smooth. Paul Denney added that the soft cedar will get beat up with people going in and out of the building and won't look good after a short time. Chairman Starrett stated that plaster or stucco on the columns would be okay since they are a new addition, and the new front can be stucco, because that is also all new construction. Motion was made by Ann Rogers to approve the COA with the following amendments: (1) the columns may be wrapped with flat smooth lumber and painted or stucco, and (2) the current brick may not be stuccoed, but can be painted; seconded by Susan Scholz. Motion carried 8 -0. C. 2 and 4 Clarksville Street= Becki Norment. Aaron Raper, contractor for the owner, stated that Mrs. Norment wants to remove the windows and doors and board up the corner for now. The beam is undersized and is sagging, which is. why the plaster is falling off the front. The original transoms will be put back. Arvin Starrett stated that pictorial evidence confirmed that this was pass- through. The HPO added that there was an old photograph of this corner which showed a pass- through, that there was a photograph of another corner about a block away that showed a pass- through, and that evidence on the ground in the way the concrete was laid across the street also shows that was a pass - through. She stated it appeared that most of the corners on the Plaza appeared to have originally been pass - throughs. Motion was made to approve the COA by Pike Burkhart, seconded by Brian Wear. Motion carried 8 -0. D. 33 1st Street N.E. — Cindy Allcorn. James Allcorn proposed two signs —one on the west side of the building facing the parking lot and one on the northeast corner above the door. The signs are hand -made of wrought iron. Arvin Starrett stated that the sign is within the sign ordinance requirements and the materials, size, and placement are okay under the guidelines. Motion was made to approve the COA by Paul Denney,; seconded by Sharon Nabors. Motion carried 8 -0. 6. Consideration of and action on awarding the following facade grant. A. 36 W. Plaza - Don Moffitt. Motion was made to approve the grant by Brian Wear, seconded by Pike Burkhart. Motion carried 8 -0. - - - -- CONSENT AGENDA --- - -- 7. Discussion of and possible action regarding the following structures considered by code inspectors to be in violation of Article ill of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures," to determine whether such buildings or structures can be rehabilitated and designated on the National Register of. Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris: A. 791 E. Henderson B. 935 4th Street N. W. C. 751 3rd Street N.E. D. 62714th Street N.E. E. 666 Martin Luther King Jr. Drive F. 1105 E. Hearon G. 337`E. Washington H. 2193 E. Cherry 1. 2340 E. Cherry J. 1600 W. Shiloh K. 226 13th Street N. W. L. 201 E. Booth M. 537 8th Street N.E. N. Lot 12, City Block 307 -B, located on County Road 32900 O. 645 11th Street N.W. P. 1640 Graham Street Motion was made by Pike Burkhart, seconded by Ann Rogers, for all of the structures to be referred to the Building and Standards Commission for demolition since they cannot be rehabilitated nor do they have significant historical value. Motion carried 8 -0. - -- END CONSENT AGENDA - - - -- 8. Receiving recommendations and selecting an honoree for the annual preservationist award.. Pike Burkhart presented a one page letter to the Committee with the recommendations. Arvin Starrett suggested that the nominating committee come up with a suitable award. 9. Request items for future agendas. None. 10. Receipt of report from the Historic Preservation Officer. Chairman Starrett requested that property owned by the City to. be brought before the Commission even if they are eligible fora administrative approval. 11. The meeting adjourned at 12:30.
