PARIS, TEXAS WEDNESDAY, JANUARY 12, 2005 12:00 O'CLOCK P.M. The Historic Preservation Commission Meeting was called to order by Chairman Arvin Starrett at 12:00 P.M. A. The following members were present: Ann Rodgers, Secretary Sue Lancaster Paul Denney Alternates: Becki Norment Brian Wear B. The following members were absent: Barbara Wilson, Vice - Chairman Claudia Hunt Jerry Raper C. Also present was Lisa Wright, Historic Preservation Officer. 2. Approval of minutes from previous meetings. Motion to approve the minutes of the June 19, 2004, November 10, 2004, December 8, 2004, and December 20, 2004, meeting was made by Sue Lancaster, seconded by Ann Rodgers. Motion carried 5 -0. 3. Consideration of and possible action on the appeal by Beverly Pendleton of the denial of a Certificate of Appropriateness for 24 W. Plaza. Randy Pendleton and Bob Burns were present to speak on this matter. Chairman Starrett asked if the lights were for sale, and Mr. Pendleton stated that they weren't going to be, but they can be. Chairman Starrett asked if the lights were wired to electricity, and Mr. Pendleton stated they were not. Chairman Starrett stated he would have no problem approving the COA on the conditions that the lights are for sale and that they not be wired to electricity. Mr. Pendleton stated he was agreeable to that. Mr. Burns asked the Commission what would happen if the Pendletons left the lights there permanently, and Chairman Starrettadvised Mr. Burns thatthe Pendletons put up the lights without filing for a COA and that this was the second time they had done that. He said the lights were not original to the building style and thus not appropriate to the age of the building. However, if the lights were for sale, then he would have no problem with them being placed there to display. The Historic Preservation Officer asked for clarification of whether the Pendletons would need to file for a COA in the event the lights sold and they wished to place other lights outside the building, and Chairman Starrettstated they would. Paul Denney told Mr. Pendleton that he always contact the Historic Preservation Officer in the event the found something else. Motion to approve the COA with the conditions that the lights be for sale and that no electricity be run to them was made by Ann Rodgers, seconded by Sue Lancaster. Motion carried 5 -0. 4. Receipt of report from the Historic Preservation Officer. The HPO handed out a draft of the Design Guidelines for the Commissioners to review for the next meeting. Chairman Starrett asked the Commission to review in relation to the last draft received and make comments. He said he would like to have them approved by Council soon so that the Guidelines could be effective March 1. Becki Norment arrived. The HPO advised the Commission that plans were underway on the Courthouse rededication and that the Commission had been asked to be heavily involved. Chairman Starrett stated that he had been in contact with Celebrate America and that they've agreed to a theme parade - "Celebrate Our Heritage." Brian Wear told the Commission that he had met with the project manager and he was not sure that it would be completed in time, and Chairman Starrett advised that the architects had originally planned for a May completion, so that might be what the project manager was referring to. The HPO handed out the attached bi- monthly report. 5. Request items from Board for future agendas. Paul Denney asked the HPO to mail letters to sign companies in an attempt to head off inappropriate signs in the historic districts. Becki Norment asked the business owners be included in the mailing. Chairman Starrett asked to place approval of the Design Guidelines on the next agenda. Sue Lancaster asked the HPO to check with the City Manager on the status of trucks on Church Street and burned out lights on Bonham. The HPO advised the Commission that the Planning and Zoning Commission would be undertaking possible changes to the Comprehensive Plan, and she anticipated thatthe downtown district might be affected. Becki Norment stated she would like someone from this Commission to take part in that process. 6. Meeting adjourned at 12:30 p.m. APPROVED on the 9th day of February, 2005.
