1. The Historic Preservation Commission Meeting was called to order by
Chairman Arvin Starrett at 12:00 P.M.
A. The following members were present:
Barbara Wilson, Vice - Chairman
Ann Rodgers
Sue Lancaster
Paul Denney
Jerry Raper
Alternate: Brian Wear
B. The following members were absent:
Claudia Hunt
Alternate: Becki Norment
C. Also present was Lisa Wright, Historic Preservation Officer, Tony
Williams, City Manager, and Bethany Golden, Main Street Coordinator.
2. Approval of minutes from previous meetings. Motion to approve the minutes
from the March 31, 2003; July 28, 2003; January 12, 2005; and January 24,
2005, meetings was made by Sue Lancaster, seconded by Barbara Wilson.
Motion carried unanimously.
3. Consideration of and action on the following Certificate of Appropriateness:
A. 130 Bonham Street- Dan Atnip. Paul Denney advised the Commission
that Mr. Atnip proposed to remove the upper windows and strip,
repaint, and replace them; to expose the transom windows; and to
relocate the doors on the lower level. He stated Mr. Atnip would apply
for another COA for paint colors at a later date. Motion to recuse Paul
Denney was made by Barbara Wilson, seconded by Ann Rodgers.
Motion carried unanimously. Motion to approve the COA as presented
was made by Barbara Wilson, seconded by Sue Lancaster. Motion
carried unanimously. Motion to bring Paul Denney back was made by
Brian Wear, seconded by Ann Rodgers. Motion carried unanimously.
4. Receipt of report from the Historic Preservation Officer. Lisa Wright
introduced Bethany Golden, the new Main Street Coordinator, to the
Commission. She then handed out the attached report. She also advised the
Commission that the Legal Department was researching the appropriate
method required for implementation of the design guidelines, and she would
advise the Commission accordingly. Commission members reported that the
lights around the square were not working and asked Ms. Wright to check into
the status of the Brown lawsuit.
5. Requestitems from Board forfuture agendas. Commissioners reported that
there was a cafe reopening by the Market Square with a bullet sign in front of
it. The also reported that the street lights on Bonham were still out. Tony
Williams advised he would check into the status of his report to TXU.
Commissioner advised that downtown merchants were interested in seeking
additional streetscape grants and were also interested in getting involved with
the pocket park.
6. The meeting adjourned at 12:30 p.m.
