CITY OF PARIS HISTORIC PRESERVATION COMMISSION

1. The Historic Preservation Commission Meeting was called to order by Vice -
Chairman Barbara Wilson at 12:00 P.M.
A. The following members were present:
Jerry Raper
Sue Lancaster
Paul Denney
Claudia Hunt
Alternate: Becki Norment
B. The following members were absent:
Arvin Starrett, Chairman
Ann Rodgers, Secretary
Alternate: Brian Wear
C. Also present was Lisa Wright, Historic Preservation Officer, and
Bethany Golden, Main Street Coordinator.
2. Consideration of and action on the following Certificates &Appropriateness:
A. 135 1st Street S.E. - City of Paris, by David Denney of Denney
Architects. Motion to recuse Paul Denney was made by Becki Norment,
seconded by Sue Lancaster. Motion carried 5 -0. David Denney
explained to the Commission that the requested COA was for a minor
revision from what had already been approved. He stated that the
doors as originally requested to be designed by Mike Malone were so
large and heavy that they would have been difficult to open, so the
revised doors will be of conventional size with glass panels and wood
trim painted to match the top woodwork. Motion to approve the COA
was made by Becki Norment, seconded by Sue Lancaster. Motion
carried 5 -0. Motion to return Paul Denney to the meeting was made by
Becki Norment, seconded by Sue Lancaster. Motion carried 5 -0.
B. 634 3rd Street S.W. -Nancy Reynolds. Vice - Chairman Wilson advised
the Commission that this item was dropped, so no action is necessary.
C. 509 S. Main - Glenn and Lynn Bertelson. No one was present on behalf
of this application to answer questions, so motion to table was made
by Sue Lancaster, seconded by Paul Denney. Motion carried 6 -0.
3. Consideration of and action on recommending approval of the following
requests for tax exemptions:
A. 130 Bonham Street - Daniel Atnip. The HPO advised that the COA for
the work listed in the application had already been approved. Motion
to recommend the exemption to the City Manager was made by Sue
Lancaster, seconded by Becki Norment. Motion carried 5 -0, with Paul
Denney abstaining.
4. Discussion of and possible action regarding the following structures
considered by code inspectors to be in violation of Article 111 of Chapter 7 of
the Code of Ordinances of the City of Paris, Paris, Texas, entitled
"Substandard and Dangerous Buildings and Structures," to determine
whether such buildings or structures can be rehabilitated and designated on
the National Register of Historic Places, as a recorded Texas Historic
Landmark, or as historic property as designated by the City Council of the
City of Paris:
A. Corner of 7th Street N.W. and Henderson. The HPO advised that this
property is the apartment complex located next door to the Casa Bonita
Apartments. Motion to forward this structure the Building and
Standards Commission was made by Claudia Hunt, seconded by Paul
Denney. Motion carried 6 -0.
5. Receipt of report from the Historic Preservation Officer. The HPO handed out
the attached report. Vice - Chairman Wilson asked if there was a deadline for
exemptions, and HPO advised that the application had to be submitted prior
to the commencement of work. Sue Lancaster reported that not all applicants
were posting their COAs as required.
6. Request items from Board for future agendas. The HPO advised that the
revised Pocket Park proposal was not on the agenda because Arvin Starrett
had requested to be present when it was acted upon, so it would be placed on
the next agenda.
7. The meeting adjourned at 12:35 p.m.
