04/25/2005 MINUTESMINUTES REGULAR MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION CITY HALL CITY COUNCIL CHAMBERS 135 1ST STREET S.E. PARIS, TEXAS MONDAY, APRIL 25, 2005 4:00 O'CLOCK P.M. 1. The Historic Preservation Commission meeting was called to order by Vice - Chairman Barbara Wilson at 4:00 P.M. A. The following members were present: Barbara Wilson, Vice Chairman Ann Rodgers, Secretary Sue Lancaster Paul Denney Jerry Raper Claudia Hunt Alternates: Brian Wear Becki Norment B. The following members were absent: Arvin Starrett, Chairman C. Also present was Lisa Wright, Historic Preservation Officer, and Bethany Golden, Main Street Coordinator. 2. Vice - Chairman Wilson asked the Commission to consider Item 3 first. Item 3. Consideration of and action on granting the following requests for facade grants; A. 120 N. Main Street -Kit Lindsey and Jennifer Long. The HPO explained that this work had already been approved by COA. Motion to approve the request was made by Paul Denney, seconded by Sue Lancaster. Motion carried 7 -0. 2. Item 2. Consideration of and action on the following Certificate of Appropriateness: A. 265 S. Main Street - Gibraltar Renovations, Inc. Don Wilson told the Commission that he wanted to install transom windows that would be the same level, even though they were at two different locations, to give April 25, 2005 Page 2 the building uniformity. He also said he wanted to install overhead doors that rise in one piece instead of rolling, with another door next to it that was a false front matching the overhead door. He requested approval of Drawing A -10A. Motion to excuse Barbara Wilson from the meeting was made by Claudia Hunt, seconded by Paul Denney. Motion carried 6 -0. Motion to approved the COA, Drawing A -10A, was made by Claudia Hunt, seconded by Sue Lancaster. Motion carried 6 -0. Motion to return Barbara Wilson to the meeting was made by Sue Lancaster, seconded by Ann Rogers. Motion carried 6 -0. ,- - - -- CONSENT AGENDA - - - -- 4. Discussion of and possible action regarding the following structures considered by code inspectors to be in violation of Article 111 of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures," to determine whether such buildings or structures can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris: A. 648 1st Street S. W. B. 1223 W. Kaufman C. 750 7th Street N. W. D. 720 W. Henderson E. 1500 W. Campbell F. 1734 W. Campbell G. 1102 5th Street N.E. H. 567 Pine Bluff I. 2020 Graham Street Motion to forward all items to the Building and Standards Commission was April 25, 2005 Page 3 made by Brian Wear, seconded by Ann Rogers. Motion carried 7 -0. - - -- END CONSENT AGENDA 5. Discussion of and possible action on adopting a revised design for a proposed pocket park. The HPO told the Commission that Barbara Wilson had helped to get the revised design to a more affordable level. The Commission asked if there was some use that could be made of the old brick, and Barbara Wilson said it was planned to be used to create a raised seating area. She also said she was able to get lower quotes than those in the initial proposal. Becki Norment arrived. Motion to approve the new design was made by Claudia Hunt, seconded by Sue Lancaster. Motion carried 8 -0. 6. Receipt of report from the Historic Preservation Officer. The HPO handed out the attached report. 7. Request items from Board for future agendas. The Commission requested a report on awnings. The Commission also requested that the HPO look into the Grand Interstate Theaters Foundation (Hoblitzelle) grants for the Grand. 8.
