1. The Historic Preservation Commission meeting was called to order by
Chairman Arvin Starrett at 12:04 P.M.
A. The following members were present:

C. Also present were Lisa Wright, Historic Preservation Officer; Bethany
Golden, Main Street Coordinator; Suzy Harper; and Michael Clark,
Winkleman and Associates.
2. Consideration of and action on the following Certificates of Appropriateness:
A. Northwest corner of Clarksville Street and 6th Street S.E. - Winkleman
& Associates. Michael Clark stated that they agreed to a number of
requested changes at the meeting lastweek. The parapet heights were
made consistent. There is no EIFS at the front entry; it is one color —no
two tone issues with the block; added pilasters on the back —two
horizontal rows and one below; will add one row at cornice level just
under the parapet; side canopies were eliminated; added gooseneck
lights (at considerable expense); and modified parapet facade to be
more regimented and square with the step area. With regard to
landscaping, sidewalks are created on both side streets with pedestrian
access in both directions; and they maintained the bench and the trees.
The tree species were modified to be cedar elms and traded three crape
myrtles for two cedar elms. Shrubs will be placed at the entrance. In
addition, two of the downtown light poles will be added along the
sidewalk on Lamar. Twenty -five to thirty lights are needed on the
parking lot, as a safety issue, to provide adequate lighting. Of the
requests, there were three things not accomplished. The company
would like three things to remain: retain the arch on the signage; wants
signage on the canopy to remain; and wants signage colors to remain.
Motion to approve the COA by Barbara Wilson, seconded by Sue
Lancaster, with the following conditions conditions: (1) architectural
rectangles over the entry way are provided with the building block
material rather than the EIFS; (2) the signage be attached signage
constructed of wood or sheet metal and presented for a separate
approval as signage; (3) the parapet cap become either a two or three
step creating the same depth and definition as proposed; (4) a four inch
banding width fall under the soffit line similarly along the wainscoting
line completely around the building; (5) the addition of two street lamps
on the Clarksville Street side of the property; (6) that we receive either
samples or drawings or specs of the drive -thru signage; and (7) that
proposed windows materials are submitted. Motion carried 5 -0.
3. Public hearing on the application for a demolition permit by Winkleman &
Associates for the building located at 530 LamarAvenue. The public hearing
was open. There was no present to speak for or against the demolition
permit. The public hearing was closed.
4. Consideration of and action on the application for a demolition permit by
Winkleman & Associates for the building located at 530 Lamar Avenue.
Winkleman & Associates did not get the paperwork filed, so no permit
application for demolition has been received. Motion to table was made by
Brian Wear, seconded by Becki Norment. Motion carried 5 -0.
5. Selecting an honoree for the annual preservationist award. Arvin Starrett
affirmed his opinion that the visionary award this year should go to the
County Judge and Commissioners Court of Lamar County for the $10,000,000
restoration of the Lamar County Courthouse. Motion was for the award to go
to the "Courthouse Restoration Renovation Project" by Barbara Wilson,
seconded by Sue Lancaster. Motion carried 5 -0.
6. Request items from Board for future agendas. None.
7. The meeting adjourned at 12:50 p.m.
