1. The Historic Preservation Commission meeting was called to order by
Chairman Arvin Starrett at 4:00 P.M.
A. The following members were present:
Jerry Raper
Paul Denney

B. The following members were absent:
Ann Rodgers, Secretary
Barbara Wilson
Claudia Hunt
C. Also present were Lisa Wright, Historic Preservation Officer, and
Bethany Golden, Main Street Coordinator.
2. Approve minutes from previous meetings. Motion to approve the minutes
from the August 10, 2005, and August 24, 2005, meetings was made by Brian
Wear, seconded by Sue Lancaster. Motion carried 5 -0.
Beck! Norment arrived at the meeting.
3. Consideration of and action on the following Certificates of Appropriateness:
Alex Pickering has not arrived yet, so the Commission moved to agenda items
3C and 3D.
C. 33 E. Plaza - Steve Shoemake. Due to the old windows becoming
dangerous, they need replacing. Motion to approve the replacement of
the windows was made by Brian Wear, seconded by Paul Denney.
Motion carried 6 -0.
D. 301 Bonham -Jack and Laura Hoskins. Lisa Wright explained that Mr.
Hoskins has been given a list of materials that he is permitted to use.
Once the wood is put up, Mr. Hoskins will consult with Lisa Wright to
make sure that the color is appropriate to the district for the painting of
the wood. He has only a one year permit. If the building were to go to
the Building and Standards Commission, they would give no more than
90 days to make repairs unless there was a detailed plan submitted.
Mr. Hoskins will be given 90 days and if there is no evidence of serious
activity, he will have to go before the Building and Standards
Commission and have the repairs ordered. Motion made to approve the
COA by Brian Wear, seconded by Jerry Raper. Motion carried 6 -0.
4. Discussion of and possible action regarding the following structures
considered by code inspectors to be in violation of Article 111 of Chapter 7 of
the Code of Ordinances of the City of Paris, Paris, Texas, entitled
"Substandard and Dangerous Buildings and Structures," to determine
whether such buildings or structures can be rehabilitated and designated on
the National Register of Historic Places, as a recorded Texas Historic
Landmark, or as historic property as designated by the City Council of the
City of Paris:
A. 610 W. Austin
B. 1340 Cedar
C. 1320 W. Kaufman
D. 45 27th Street N.E.
E. 2136 W. Kaufman
F. 863 27th Street S.E. (Garage only)
Motion was made by Sue Lancaster, seconded by Jerry Raper for the all
structures to be referred to the Building and Standards Commission for
demolition since they cannot be rehabilitated nor do they have significant
historical value. Motion carried 6 -0.
5. Consideration of and action on possible amendments to Section II.A.4. of the
Downtown Design Guidelines relating to permits for "mothballing." Paul
Denney stated that a renewal process is needed. Paul feels that there should
be criteria for special circumstances. Arvin Starrett suggested that Lisa
Wright come back to the next meeting with additional verbage.
The Commission moved back to Items 3A and 3B. Consideration of and action
on the following Certificates of Appropriateness:
A. 135 Bonham Street - Jonathan Anzaldua by Alex Pickering, Designated
Agent. Alex Pickering with Scott's Customs Signs explained that the
sign for Old Town Seafood will be a wooden two dimensional sign with
two ribbon panels, sandwiched together. Motion was made to approve
the COA by Paul Denney, seconded by Sue Lancaster. Motion carried
6 -0.
B. 33 E. Plaza - Steve Shoemake by Alex Pickering, Designated Agent.
Alex Pickering, designated agent is seeking approval for the COA
stating that the business does not have a good area displaying their
name or address. Motion was made to approve the COA by Becki
Norment, seconded by Jerry Raper. Motion carried 6 -0.
6. Receipt of report from the Historic Preservation Officer. Lisa Wright handed
out the attached report. She reported that Wayne Bell recommended that
some sand bagging be done on the roof at 301 Bonham before the hurricane
hit to redirect the water to two other drains at the end of the building. She
also reported that she sent a letter to the owner at 250 S. Main with a fill -in -the
blank questionnaire requesting it to be filled in and returned within ten days.
In the letter, she asked the owner what he intends to do with the canopy that
is falling down and the crumbling brick. Also, a facade application was sent
to the owner. If there is nothing satisfactory presented at the next meeting to
take care of the building, it will have to be referred to the Building and
Standards Commission. There were two COA citations issued— both marquee
signs. One was the Comp Doc who was cited in the past and took the sign
down but now has 2 signs out. He has been advised to take the signs down
and was sent a copy of the excerpt from the guidelines. Paris Cabs and
Rocking E Moving Company were also cited. Ms. Wright will possibly be
getting an administrative search warrant to go inside the building nextto Back
In Time. The canopy seems to be secure but the inside of the building is
questionable. She also reported that Calvin Gibson has been extremely
cooperative regarding his property on Main Streetwith the plastic tarp and the
roof has now been repaired.
7. Request items from Board for future agendas. None.
8. The meeting adjourned at 4:40 p.m.
